He believes there may be a need for <br />updating the fee structures, in order to limit some of the expense to the City. <br />Director of Finance Copfer: <br />• The OPWC Grant was submitted by the City Engineer last Thursday and Director Copfer thanked <br />Council for accommodating the retroactive legislation. <br />• Director Copfer is a member of the 2025 Master Plan Steering Committee and the first meeting <br />was held on September 7d'. She feels the Administration gathered a good group of individuals <br />to help in creating the 2025 Master Plan. <br />Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, September 12, 2023 at 6:55 p.m. <br />Present were Committee Members Williamson and Madden, Council Members Hemann, Limpert, <br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, and Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor <br />Massarolo and guests. <br />• Discussed Liquor Permit #7637490 S &A Spirits, DBA Travelers Grille, 2nd Floor and Deck, located <br />at 24532 Lorain Road. After review by the police department and finding no issues, a motion <br />was made to not object to the liquor permit, and the motion passed with a vote of 2-0 and <br />Committee Meeting concluded at 6:56 p.m. <br />Councilwoman Williamson moved to not object to Liquor Permit #7637490, S &A Spirits DBA Travelers <br />Grille, 2nd Floor and Deck, located at 24532 Lorain Road. Motion to not object to Liquor Permit #7637490 passed 7-0. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, September 12, 2023 at 7:00 p.m. <br />Present were Committee Members Limpert, Williamson and Hemann and Council Members Madden, <br />Gilchrist and Scarl, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo <br />and guests. <br />• Discussed Ordinance 2023-88 to amend Chapter 1126.06 Entitled "Development Plan <br />Requirements" of Chapter 1126, which alters the requirements for initial submission to the <br />planning commission to allow final engineering drawing to be completed after Planning <br />commission versus prior to. This would require detailed specifications such as retention <br />calculations, cross section of roadways, dimensions of passing lanes, Mr. Upton noted that most <br />municipalities in the area do not require detailed engineering specs as part of the initial <br />proposal and it can be a high barrier to projects being submitted in the City. <br />• There was an approved amendment to retain the language on "Storm water retention and <br />detention ponds" as well as to address Charter Article 7 addressing the whereas clause, noting <br />that the Planning and Design Commission did not hear this to recommend approval, it was <br />approved after 30 days. The legislation was favorably recommended by a vote 2-1. <br />
