Council Minutes of 09-19-2023 <br />• Also discussed was Ordinance 2023-97 which was to establish a Tax Increment Financing district <br />or TIF within the Brookpark Road corridor. The TIF would protect school impacts, as they would <br />be made whole, but would allow us, in addition to the 9% of property funding, which would be <br />allocated within the TIF, we would gain access to the remaining approximately 21% of the <br />County funding revenue from property taxes to be used within that TIF area. Councilman <br />Limpert asked the Administration to review the language as it pertains to the use of real estate <br />purchase, if they intended that it be useable beyond the purchase easements. It was also <br />recommended to amend the language from City Auditor to Finance Director. The motion was <br />held in Committee by a vote of 3-0, as the boundaries of the TIF required further review. <br />• Last was Planning and Design Commission Case #23-2499 Midtown Remodeling & Demolition <br />29420 Lorain Road. This case was recommended for approval with the conditions <br />recommended by the Planning Commission by a vote of 3-0 and the Committee Meeting <br />concluded at 7:23 p.m. <br />Councilman Limpert moved to Approve PDC # 23-24999. The motion was seconded by Councilwoman <br />Williamson and passed 7-0. <br />Roll Call: <br />Yes: Limpert, Williamson, Gilchrist, Scarl, Glassburn, Madden, Hamann <br />No: None <br />Motion carried. Motion to approve PDC # 23-24999 passed by a vote 7-0. <br />Councilman Limpert moved to Amend Ordinance 2023-88. The motion was seconded by Councilwoman <br />Williamson and passed 6-1. <br />Roll Call: <br />Yes: Limpert, Williamson, Madden, Glassburn, Gilchrist, Scarl <br />No: Hemann <br />Motion carried. Ordinance 2023-97 Amended 7-0. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, September 12, 2023 at 7:23 p.m. <br />Present were Committee Members Hamann, Scarl and Limpert and Council Members Williamson, <br />Madden and Gilchrist, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, <br />Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community <br />Development Upton, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-92, Ms. Hamann reported that Director Pinchek addressed the <br />Committee and Council, and stated that concession services will be provided primarily during <br />the winter months by the Cleveland Ice Storm group, as in the past. The group will be <br />responsible for all supplies with the profits going back to the Cleveland Ice Storm group for the <br />benefit of their club.
