Council Minutes of 09-19-2023 <br />the use of the space and equipment. The legislation was favorably recommended by a vote of <br />3-0 and the Committee Meeting concluded at 7:26 p.m. <br />Councilman Limpert, Vice Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 12, 2023 at 7:27 p.m. Present were Committee <br />Members Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and Scarl, Council <br />President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Recreation and <br />Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-91 which is an annual acceptance of tax rates by the tax commission <br />based on property tax levies. The assignment of millage across the funds, and is consistent with <br />last year. The legislation was favorably recommended with suspension in order to meet <br />submission deadlines, by a vote by a vote of 2-0. <br />• Ordinance 2023-94 which is the sale of Parcel # 233-26-063 which is presently less than an acre <br />of undeveloped property from the purchase of Forest School. The property is being sold to BDW <br />Properties, LLC and would be for the proposed expansion Weber Automotive and its conversion. <br />There was some discrepancy on the acreage of the legislation and the analysis supporting the <br />Ordinance. The Economic Development Director noted that he had followed-up with residents <br />who previously came to Council to express concerns and questions related to the property sale. <br />Director Upton noted that there are added benefits as part of the sale, to provide an easement <br />for the property that will allow access for any service or utilities that would be required by the <br />City. Additionally, as part of the development plan there will be the ability to address water <br />retention requirements for the expanded property. Mr. Upton noted that the sale does not <br />close without completion of all approvals related to the Building and Planning components of <br />any development that would occur on the property. The Legislation was favorably <br />recommended by a vote of 2-0, however was not included on tonight's agenda as it is awaiting <br />some finalization of the acreage amounts. <br />• Ordinance 2023-96 is directing that real property owned by the City of North Olmsted as a <br />participant in The North Olmsted Land Reutilization Program and otherwise known as PPN 237- <br />19-027 be sold to GDIII Ventures U.C. This parcel is marooned due to 480 intersecting it. This <br />property is within the land bank and the sale price is $20,000.00 as stated in the County Fiscal <br />Office. The sale will require some analysis on payout of taxes by the land bank/city. The <br />legislation was favorably recommended by a vote of 3-0. <br />• Ordinance 2023-98 is a Resolution authorizing the City to apply for grant funding through the <br />Ohio Department of Natural Resources for funding to be used for improvements at North <br />Olmsted Park. This ODNR grant would be used for proposed projects including but not limited to <br />the gazebo, baseball fields, and walking trails. This is a grant of up to $500,0000 matching. The <br />expectation is that a project related to renovation of the park combined with other funding <br />sources, ARPA, Ohio Senate Grant, and cell revenues would cover the matching component of <br />this grant. The legislation was favorably recommended by vote of 3-0 and the Committee <br />Meeting concluded at 7:57 p.m. <br />Councilman Scarl, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, September 12, 2023 at 7:58 p.m. Present were <br />Committee Members Scarl, Gilchrist and Madden and Council Members Williamson, Hamann and <br />Limpert, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance Director <br />Copier, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />
