Council Minutes of 09-19-2023 Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed Ordinance 2023-93 to allow a compost bin to be placed at City Hall at no cost to the City. Residents that choose to join will pay a $12 annual fee to participate. The legislation was favorably recommended by a vote of 3-0 • Also discussed Resolution 2023-99 to purchase a leaf collection machine for a cost of $65,000- $70,000 to help with our annual leaf pick-up that is contracted out. This will help with missed leaf pick-ups and will be a big asset to our residents. The legislation was favorably recommended by a vote of 3-0 and the Committee Meeting concluded at 8:09 p.m. Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee: The Intra -Governmental Relations Committee met on Tuesday, September 12, 2023 at 8:09 p.m. Present were Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Limpert and Madden, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. • Discussed the Mayors appointments to the Arts Commission and the Planning and Design Commission. The Committee discussed the appointment of Mark Mallett to the Arts Commission for the unexpired term of January 1, 2022 to December 31, 2025, as well as the appointment of Thomas David to the Planning and Design Commission for the unexpired term of January 1, 2023 to December 31, 2027. Pleasantries were discussed with both candidates. Both Mr. Mallett and Mr. David were unanimously recommended and the Committee Meeting concluded at 8:19 p.m. Councilwoman Gilchrist moved to approve the appointment of Mr. Mark Mallett to the Arts Commission for the unexpired term of January 1, 2022 through December 31, 2025. The motion was seconded by Councilwoman Hemann and passed 7-0. Roll Call: Yes: Gilchrist, Hemann, Glassburn, Scar[, Williamson, Madden, Limpert No: None Motion carried. Mr. Mark Mallett appointment to the Arts Commission approved by a vote 7-0.
