Council Minutes of 09-19-2023 <br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and <br />guests. <br />• Discussed Ordinance 2023-93 to allow a compost bin to be placed at City Hall at no cost to the <br />City. Residents that choose to join will pay a $12 annual fee to participate. The legislation was <br />favorably recommended by a vote of 3-0 <br />• Also discussed Resolution 2023-99 to purchase a leaf collection machine for a cost of $65,000- <br />$70,000 to help with our annual leaf pick-up that is contracted out. This will help with missed <br />leaf pick-ups and will be a big asset to our residents. The legislation was favorably <br />recommended by a vote of 3-0 and the Committee Meeting concluded at 8:09 p.m. <br />Councilwoman Gilchrist, Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, September 12, 2023 at 8:09 p.m. Present <br />were Committee Members Gilchrist, Hemann, Scarl and Council Members Williamson, Limpert and <br />Madden, Council President Brossard, Mayor Jones, Assistant Law Director O'Malley, Finance Director <br />Copfer, Human Resources Director Kidd, Director of Economic and Community Development Upton, <br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and <br />guests. <br />• Discussed the Mayors appointments to the Arts Commission and the Planning and Design <br />Commission. The Committee discussed the appointment of Mark Mallett to the Arts <br />Commission for the unexpired term of January 1, 2022 to December 31, 2025, as well as the <br />appointment of Thomas David to the Planning and Design Commission for the unexpired term of <br />January 1, 2023 to December 31, 2027. Pleasantries were discussed with both candidates. Both <br />Mr. Mallett and Mr. David were unanimously recommended and the Committee Meeting <br />concluded at 8:19 p.m. <br />Councilwoman Gilchrist moved to approve the appointment of Mr. Mark Mallett to the Arts Commission <br />for the unexpired term of January 1, 2022 through December 31, 2025. The motion was seconded by <br />Councilwoman Hemann and passed 7-0. <br />Roll Call: <br />Yes: Gilchrist, Hemann, Glassburn, Scar[, Williamson, Madden, Limpert <br />No: None <br />Motion carried. Mr. Mark Mallett appointment to the Arts Commission approved by a vote 7-0. <br />Councilwoman Gilchrist moved to approve the appointment of Mr. Thomas David to the Planning and <br />Design Commission for the unexpired term of January 1, 2023 through December 31, 2027.
