Council Minutes of 09-19-2023 <br />Paul Shymske <br />5654 Columbia Road <br />Mr. Shymske stated he has been canvasing the area and many of the residents were asking about the <br />traffic devices for controlling speed, that was discussed in June. Additionally, Mr. Shymske stated that <br />there is a controlled kill from the Ohio Wildlife Department and ask for any data on how many deer are <br />killed each season. <br />Safety Director Scofield responded noting that two new speed signs have been deployed and they have <br />upgraded the two signs the City currently has. Both are cloud -based and are rotated around the City. <br />They usually stay at each location a week at a time, as that usually provides enough information to <br />monitor trends. As far as the Deer Management Program which ran from the beginning of January, <br />through the end of March this year, 86 deer and one coyote were killed. <br />Councilman Limpert addressed the Safety Director to ask if that number was just the City's program or <br />County -wide, to which Director Scofield responded that the numbers are just the City's Deer <br />Management Program. <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to address the cell tower in the North Olmsted Park. She stated that many <br />of the citizens feel they were not provided with any communication regarding the cell tower, specifically <br />wherein the tower was going to be 60ft., but it turns out it may be over 100it. Residents don't know <br />what "G' it is going to be. That all the streets surrounding the park will be looking at the tower in the <br />center of the park, not tucked away like at Little Clague Park, which still has not been painted. She <br />quoted the Mayor from the year end 2022 Financial Report by stating "As your Mayor, I made the <br />promise that we would provide a fresh approach to solving problems and maintain transparent <br />communication". Ms. English felt this does not feel like transparent communication, as the City was in <br />talks with TowerCo for a year, and feels that that if she is not watching every step of the way, the <br />residents will be taken advantage of. She asked several more questions about who the outside counsel <br />was and what the City paid them. She shared her calculations of what she felt the City would receive for <br />the tower and asked if the residents will be on the hook to pay for the upkeep of the tower. Ms. English <br />also stated she will look into the grant from the ODNR to see if there is a conflict of interest. She wants <br />to know what searches were done to find the best place to put the tower. She has put up signs and will <br />obtain legal counsel if necessary to fight this cell tower, and wants the City to find a more suitable place. <br />Terry Czarnecki <br />5109 E. Park Drive <br />Ms. Czarnecki came to Council to let them know she just found out about the cell tower and that it will <br />be placed directly in front of her door. She is opposed to it, and as a real estate agent feels it will bring <br />down their property values. Ms. Czarnecki also feels more residents will be opposed to this as more <br />become aware, and asked for a better place to be found. She does not want their peace or properties <br />suffer. <br />
