Council Minutes of 10-03-2023 <br />• Director Gareau stated that he has been working with the Law Director of Bay Village, Mark <br />Barbour, to revisit updates to the contract terms regarding the responsibilities of the Animal <br />Control Officer shared between the two cities. He advised that an updated piece of legislation <br />will most likely be presented to Council soon, and is looking to wrap this up shortly. <br />Director of Finance Copfer: <br />• The August Summary and Detailed Monthly Financial Statements were emailed to Council, the <br />Administration and other representatives on September 27th. <br />• Additionally, the annual information filing with EMMA was filed on September 261h, which <br />includes required disclosures that we agreed to in our bond covenants, and while we have bond <br />outstanding, we will continue to do this. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee did not have a <br />Committee report. However, Mr. Limpert moved to Amend Ordinance 2023-95 to correct the acreage <br />amount of the property being rezoned. The motion was seconded by Councilwoman Williamson. <br />Roll Call: <br />Yes: Limpert, Williamson, Scarf, Gilchrist, Madden, Hemann, Glassburn <br />No: None <br />Motion carried. Ordinance 2023-95 Amended by a vote of 7-0. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, September 26, 2023, at 5:31 <br />p.m. Present were Committee Members Hemann and Scarf, Recreation and Public Engagement Director <br />Pinchek and Special Assistant to the Mayor Massarolo. <br />• Discussed Resolution 2023-100. Ms. Hemann reported that Director Pinchek began by <br />explaining that the dredging project at Springvale is for the pond that is at the first tee and that <br />it is an annual project. The project is always done in the fall/winter months well after the golf <br />season has ended to not interfere with revenue. The dredging is done primarily for the purpose <br />of preventing algae from forming and assist with reducing sediment that has collected over the <br />year. The project will use approximately 3-5 cubic yard of fill to increase the capacity of the <br />pond water. The project is estimated to cost approximately $50,000.00 and will take about a <br />week to complete. The funds will come from the Springvale budget and Waste Water <br />Treatment budget. The legislation was favorably recommended by a vote of 2-0. <br />• Also discussed was Resolution 2023-101. Ms. Hemann reported that Director Pinchek addressed <br />the fact that the ADA ramp project had been discussed during budget hearings and that the <br />project is now ready to be put out for bid. Councilman Glassburn, Chairman of the Finance <br />Committee did not have a report. There have been discussions regarding various estimates that <br />are in the range of approximately $70,000.00. The project consists of enhancing the existing <br />handicap ramp on the side of the building which leads directly into the ballroom behind the <br />stage. Currently, there is a one-person elevator type lift. The new ramp will be more family <br />friendly and will allow a family to enter the facility together rather than be separated as it <br />currently exists. Director Pinchek noted the fact that $35,000.00 of the funds will be coming <br />from Cuyahoga County Council and that we will put in another $35,000.00 or less, depending on <br />the actual bids. The city is not required to match the $35,000.00 from the County so in the <br />event of a lower bid, the City will save money on its portion. The legislation was favorably <br />recommended by a vote of 2-0 and the Committee Meeting concluded at 5:39 p.m. <br />
