Council Minutes of 10-03-2023 <br />Councilman Glassburn, Chairman of the Finance Committee did not have a report. However, Mr. <br />Glassburn moved to remove Ordinance 2023-94 from the Agenda and refer to Committee. The motion <br />was seconded by Councilman Madden and passed 6-1. <br />Roll Call: <br />Yes: Glassburn, Madden, Hemann, Scarl, Williamson, Gilchrist <br />No: Umpert <br />Motion carried. Ordinance 2023-94 was removed from the Agenda and referred to Committee by a vote <br />of 6-1. <br />COMMUNICATIONS <br />None. <br />AUDIENCE PARTICIPATION <br />Chris Kmiecik <br />23727 Elm Road <br />Ms. Kmiecik came to Council to oppose the cell phone tower being placed at the North Olmsted <br />Community Park. She has been a resident of North Olmsted since 1977 and is retired from a local park <br />district. She has spent 30 years working to protect wild places. She stated that green spaces are crucial <br />to our health and wellbeing. Connecting with nature helps with stress, anxiety, depression, etc. It <br />improves concentration and cognitive function, etc. She continued to explain the benefits of parks and <br />green spaces. She feels putting a cell tower in the park is no different than putting other types of <br />industrial development there. She does not believe the park was the only place to put this tower and <br />mentioned other places she felt were better suited to protect the very small green space in North <br />Olmsted. She ended by saying she does not understand why more communication was not put in place <br />to notify residents of this cell tower. <br />Connie English <br />5009 E. Park Drive <br />Ms. English watched the video from the lune 27, 2023, Recreation Committee Meeting and one of the <br />questions was how tall it would be, wherein Director Pinchek confirmed that it would be 60 ft. Director <br />Upton did not say how tall it was going to be, only that it would be baseball light height. Ms. English <br />noted that everyone was fine with that except Ms. Copfer who stated it was going to be 140 ft., and no <br />one else mentioned the height. <br />Ms. Hemann noted that the height is listed on the exhibit attached to the legislation, and noted that <br />sometimes things are mentioned in Committees in order to put forth a record for the public. <br />Ms. English stated the Rec Director was wrong in stating it was 60 ft., and asking shouldn't the Rec <br />Director know what the height was. She questioned how Council could make a decision without all the <br />information. Ms. English quoted Section 1151 (a — g( of the codified ordinances, as she feels it pertains <br />to this conversation. Ms. English handed Law Director Gareau and all of Council a public records <br />request. <br />Law Director Gareau stated that he is not the custodian of the records requested, but will do his best to <br />ensure it gets allocated to the person who is the custodian of those records, wherein there may be <br />follow-up to ensure the records request is properly handled. <br />
