Council Minutes of 10-03-2023 <br />Paul Morlan <br />5049 E. Park Drive <br />Mr. Morlan stated that he did not know of the cell phone tower until Ms. English started going door to <br />door advising neighbors of the cell tower. Mr. Morlan stated the volleyball courts are 300 ft. from his <br />front door. He feels the City is doing a great job at the park, and feels the residents around the park do <br />their part by keeping up their properties, but is not happy that they will know be looking at a "monster" <br />tower at the park. He hopes something else can be done to not have the tower at the park. <br />Director Upton addressed Council to bring forward an analysis with regard to the surrounding property <br />values at Little Clague Park and the Recreation Center where other cell phone towers currently exist. He <br />stated that his analysis showed there is no adverse effects to property values as it relates to cellular <br />towers, and added the property values at Little Clague Park increased greater than the rate of inflation. <br />Terri Czarnecki <br />5109 E. Park Drive <br />Ms. Czarnecki noted this is her second time addressing Council to state that she is opposed to the cell <br />tower and does not agree with Mr. Upton at all. She has been a real estate agent for 23 years and never <br />sold a house by a cell tower, she feels the cell tower will limit their pool of buyers. Ms. Czarnecki stated <br />the residents on Noreen Circle are very unhappy about the tower at Little Clague Park and will probably <br />come to the next Council meeting looking for their Councilman. She noted if the tower at Little Clague <br />Park were to fall it would fall on a resident's property. She again asked that a different location be <br />sought for the cell tower. She feels the residents were not taken into consideration when making this <br />decision. <br />LEGISLATION <br />Ordinance 2023-88 introduced by Mayor Jones was given its third reading. An Ordinance Amending <br />Section 1126.06 entitled "Development Plan Requirements" of Chapter 1126 of the Planning and Zoning <br />Code of the Codified Ordinances of the City of North Olmsted entitled "Development Plan Review", as <br />Amended. <br />Councilman Limpert moved for adoption. The motion was seconded by Councilwoman Williamson and <br />passed 6-1. <br />Roll Call: <br />Yes: Limpert, Williamson, Madden, Glassburn, Gilchrist, Scarl <br />No: Hemann <br />Motion carried. Ordinance 2023-88 adopted by a vote of 6-1. <br />Ordinance 2023-92 introduced by Mayor Jones was given its third reading. An Ordinance dispensing with <br />the requirements of North Olmsted Codified Ordinance Section 111.01, entitled "City Contracts <br />Involving the Receipt of Funds" and authorizing the Mayor to enter into a contract with Cleveland Ice <br />Storm Synchronized Skating Club to provide concession services at the recreation center, and declaring <br />an emergency. <br />
