Council Minutes of 11-08-2023 <br />• With regard to the Clague Road Force Main Project funding, the Mayor reported the <br />Department of the Interior, Environment, and Related Agencies Appropriations Act contained <br />funding for eight community projects. Seven of the projects still await consideration by the U.S. <br />House of Representatives. Among them being the City's $1,250,000 Clague Road Sanitary Force <br />Main Piping project. Once approved by the Senate, 90% of the total project will be paid for with <br />federal funds. <br />Director of Law Gareau: <br />• Director Gareau informed Council that the Planet of the Vapes case in the Court of Common <br />Pleas was dismissed because they failed to exhaust their administrative remedies and the case is <br />concluded. <br />Director of Finance Copfer: <br />• Director Copfer wanted to echo the others' remarks regarding the election by thanking all who <br />participated. <br />Council President Brossard, Committee of the Whole: <br />The Committee of the Whole met on Tuesday, October 24, 2023, at 6:32 p.m. Present were all of <br />Council, the Directors of H.R., Economic Development and Service, and the Special Assistant to the <br />Mayor. <br />• Council heard a presentation on the Aerozone Alliance given by Hrishue Mahalaha and Mary Jo <br />Schmidt explaining their work directed towards expanding the Aerozone Key Industries, and <br />after a brief question and answer period, the Committee concluded at 7:15 p.m. <br />Councilman Madden, Vice Chair of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, October 24, 2023 at 7:16 p.m. <br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hemann, <br />Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Director of Economic and Community Development <br />Upton, Safety Director Scofield, Service Director Kearney, Recreation and Public Engagement Director <br />Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-112. A Resolution authorizing the Director of Economic and <br />Community Development to make application on behalf of the City of North Olmsted to the <br />State of Ohio Department of Transportation (ODOT) to participate in the "Safe Routes to School" <br />grant program; and further authorizing the Mayor to accept the grant, if awarded, and execute <br />agreements therefore, and declaring an emergency. In Committee, Director Upton advised that <br />the resolution will allow the Administration to apply for Grant to update the new school travel <br />plan. If awarded, the grant will be received mid to late 2025, which will coincide with the <br />opening of the new elementary school in 2026-2027. The legislation was favorably <br />recommended by a vote of 3-0. <br />• Discussed Resolution 2023-123. A Resolution authorizing the Mayor to contract for the purchase <br />of 25 portable radios from Motorola Solutions, at a cost of $116,649.00, as priced through the <br />State Purchase Program and required by the State of Ohio's MARCS' radio network for <br />deployment by North Olmsted Police Department; and further authorizing the Mayor to execute <br />all contract documents, and declaring an emergency. Mr. Massarolo advised that there are <br />State requirements for the level of radio encryption that needs to be met and the City will <br />purchase 25 radios this year and 25 the following year.
