A Resolution authorizing the Mayor, on behalf of the City, to <br />accept grant funding in the amount of $256,588.00 from the U.S. Department of Justice, Office <br />of Justice Programs (OJP), entitled 'Rural and Small Department Violent Crime Reduction <br />Program" in order to expand the pool of police officers trained on the Advanced Crisis <br />Intervention Team (CIT); and further authorizing the Mayor to execute acceptance <br />documentation with the Department of Justice as well as with the Begun Center for Violence <br />Prevention Research and Education and Analytics, and declaring an emergency. Mr. Massarolo <br />stated the grant would be awarded over a three-year period, noting it will provide funding for <br />the Advanced Crisis Intervention Team (ACTT) training. The program will provide additional <br />training for Lieutenants and Sergeants on each shift. The legislation was favorably <br />recommended 3-0 and the Committee Meeting concluded at 7:26 p.m. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee, did not have a <br />report but asked for a moment of privilege to thank the Administration for the good communication <br />surrounding the incident on Alden Drive. Councilman Limpert also congratulated the winners of the <br />election and thanked Councilwoman Williamson and Mr. Marrie for their strong campaigns. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, October 24, 2023 at 7:26 p.m. <br />Present were Committee Members Hemann, Scarl and Limpert and Council Members Williamson, <br />Glassburn, Madden and Gilchrist, Council President Brossard, Law Director Gareau, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Director Kearney, Special <br />Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-117. A Resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to perform heating, ventilation and air <br />conditioning (HVAC) services, as detailed in the specifications on file, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. Director Kearney addressed the Committee and stated the Resolution will address all <br />public buildings except the Recreation Center and that the goal is to organize all of the HVAC <br />Services under one umbrella rather than with multiple contracts as they are now. The <br />legislation was favorably recommended 3-0. <br />• Discussed Resolution 2023-118. A Resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to perform pest control services, as detailed in the <br />specifications on file, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the lowest and best bidder. Director Kearney stated that this <br />legislation will encompass all public buildings except the Waste Water Treatment Plant. The <br />goal again is to seek a master contract rather than the multiples currently in place. The <br />legislation was favorably recommended by a vote of 3-0. <br />• Discussed Resolution 2023-119. A Resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to perform elevator inspection, maintenance and <br />repair, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. Director <br />Kearney advised this legislation would cover four city buildings; City Hall, the Recreation Center, <br />Springvale and the Police Department for elevator service and repair. The legislation was <br />favorably recommended by a vote of 3-0 and the Committee Meeting concluded at 7:40 p.m. <br />
