Council Minutes of 11-08-2023 <br />Ms. Hemann also asked for a moment of personal privilege to congratulate Councilman Limpert, <br />Councilman Madden and Mr. Shymske, and thanked Ms. Williamson for her service and also thanked <br />Mr. Marrie for running a good campaign. <br />Councilman Glassburn, Chairman of the Finance Committee did not have a report but asked for a <br />moment of personal privilege to echo the congratulations to those who participated in the election. <br />Councilman Scarl, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, October 24, 2023 at 7:40 p.m. Present were <br />Committee Members Scarl, Gilchrist and Madden and Council Members Williamson, Glassburn, Hemann <br />and Limpert, Council President Brossard, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Service Director <br />Kearney, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-122. A Resolution authorizing the Mayor to enter into a two-year <br />contract with the Cuyahoga County Board of Health in the total amount of $11,188.00, each <br />year payment of $5,594.00. Councilman Scarl reported that the renewal contact is for storm <br />water systems to be in compliance and to be monitored by the Ohio EPA. The legislation was <br />favorably recommended 3-0, and the Committee Meeting concluded at 7:43 p.m. <br />Councilman Scarl also asked for a moment of personal privilege to also congratulate those who ran in <br />the elections. <br />Councilman Madden, Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee on Tuesday, October 24, 2023 at 7:44 p.m. Present were <br />Committee Members Madden, Glassburn and Gilchrist and Council Members Williamson, Hemann, <br />Limpert and Scarl, Council President Brossard, Law Director Gareau, Director of Economic and <br />Community Development Upton, Service Director Kearney, Special Assistant to the Mayor Massarolo <br />and guests. <br />• Discussed three resolutions at once as Director Kearny advised all three pieces of legislation are <br />all standard annual purchases for materials and there are no unusual items included in these <br />purchases. The three pieces are: <br />• Resolution 2023-115. A Resolution authorizing the Director of Public Service to advertise for <br />bids for the award of a contract to purchase concrete materials and related supplies for the year <br />2024, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. The legislation <br />was favorably recommended to Council by a vote of 3-0; <br />• Resolution 2023-116. A Resolution authorizing the Director of Public Service to advertise for bids <br />for the award of a contract to provide asphalt and related materials for repairs upon City <br />streets, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. The legislation <br />was favorably recommended to Council by a vote of 3-0; <br />• Resolution 2023-120. A Resolution authorizing the Director of Public Service to advertise for <br />bids for the award of a contract to purchase stone materials and related supplies for the year <br />2024, as detailed in the specifications on file, and authorizing the Mayor, following approval of <br />the Board of Control, to contract for the same with the lowest and best bidder. The legislation <br />was favorably recommended to Council by a vote of 3-0, and the Committee Meeting concluded <br />at 7:48 p.m. <br />
