Council Minutes of 11-21-2023 <br />A member of the audience addressed Council without stating her name and asked how the public would <br />know when legislation is suspended. Council President stated that it is not the norm, but the exception, <br />stating that at times, due to timing restraints, as with this piece of legislation, we need to meet the grant <br />deadline in order to get free money and so the legislation needs to be suspended. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Hemann, Gilchrist, Williamson, Madden, Scarl <br />No: None <br />Motion carried. Resolution 2023-140 adopted 7-0. <br />Councilman Limpert voted yes with comment to add to the comments on suspension, to state that this <br />was something that was discussed and budgeted and we anticipated the grant money in getting that <br />done, and added that it is good for Council to be aware of not suspending legislation too often. <br />Resolution 2023-141 introduced by Mayor Jones and placed on first reading. An Ordinance establishing <br />a new Chapter 767 of the Business Regulation Code of the Codified Ordinances of the City of North <br />Olmsted, entitled "Sale of Cannabis" and declaring an emergency. <br />Councilwoman Williamson scheduled a Public Safety, Health and Welfare Committee meeting for <br />Tuesday, November 28, 2023 at 6:45 p.m. to discuss Resolutions 2023-137, 2023-138, 2023-139 and <br />Ordinance 2023-141. The Mayor and/or designee were asked to attend. <br />Councilman Glassburn scheduled a Finance Committee meeting for Tuesday, November 28, 2023, at <br />7:00 p.m. to discuss Ordinances 2023-133, 2023-134, 2023-135 and 2023-136. The Mayor, H.R. Director, <br />Finance Director and the Council Clerk were asked to attend. <br />Councilman Scar[ moved to allow Council Meetings, Council Committee Meetings and Boards and <br />Commissions the option of virtual meetings to be carried through December 31, 2024.
