Council Minutes of 12-05-2023 <br />she does not feel Council did not have the correct information when voting on this piece of legislation. <br />She asked why the tower cannot be built where Spruce School was. <br />Chris Kmiecik <br />23727 Elm Road <br />Ms. Kmiecik came to Council to state that she opposes the cell tower and feels the City's <br />telecommunications regulations seem to be failing the residents and feels putting up the cell tower <br />seems to violate those regulations. She said it was asked of Council to repeal the legislation, and again <br />asked what is being done by City Council to address their concerns. <br />LEGISLATION <br />Ordinance 2023-95 introduced by Mayor Jones was given its third reading. An Ordinance amending the <br />zoning map of the City of North Olmsted to rezone a portion of Split Parcel 233-26-063 from one family <br />residence to B-3 General Business Zoning, as Amended. <br />Councilwoman Hemann moved for adoption. The motion was seconded by Councilman Scarl and passed <br />5-0. <br />Roll Call: <br />Yes: Hemann, Scarl, Glassburn, Madden, Gilchrist <br />No: None <br />Motion carried. Ordinance 2023-95 adopted 5-0. <br />Ordinance 2023-127 introduced by Mayor Jones was given its third reading. An Ordinance authorizing <br />the City of North Olmsted, pursuant to Section 941.01(d) of the Streets, Utilities and Public Services <br />Code, to partially contribute to the costs incurred for refuse collection by owners of certain residential <br />structures not otherwise authorized to receive refuse collection services from the City of North Olmsted, <br />and declaring an emergency. <br />Councilman Scarl moved for adoption. The motion was seconded by Councilwoman Gilchrist and passed <br />5-0. <br />Roll Call: <br />Yes: Scarl, Gilchrist, Hemann, Madden, Glassburn <br />No: None <br />Motion carried. Ordinance 2023-127 adopted 5-0. <br />Resolution 2023-128 introduced by Mayor Jones was given its third reading. A Resolution authorizing <br />the City Engineer to advertise for bids for the award of a contract to provide construction services for <br />the Recreation Center Data Project, as detailed in the specifications on file, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and best bidder. <br />Councilwoman Hemann moved for adoption.
