Council Minutes of 12-05-2023 <br />approach to approve a temporary budget for the first quarter of the year. There was some <br />discussion regarding monies for an additional $250,000 for the data closet, and therefore the <br />legislation was held to be discussed on December 5, 2023. The legislation was held in <br />Committee by a vote of 3-0. <br />• Discussed Ordinance 2023-135. An Ordinance dispensing with the RFP process otherwise <br />required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor, <br />subject to approval of the Board of Control, if necessary, to enter into a two-year agreement <br />with American Legal Publishing Corporation for the purpose of providing ordinance codification <br />services to the City of North Olmsted, and declaring an emergency. Councilman Glassburn <br />reported the Clerk sought out other alternatives to this costly process, but found there are very <br />few companies that do this type of business. The legislation was favorably recommended 3-0. <br />• Discussed Ordinance 2023-136. An Ordinance authorizing the Mayor to enter into contracts for <br />the deposit of public monies with the institutions designated by Council as depositories for the <br />active and interim account of the City, and declaring an emergency. Councilman Glassburn <br />reported this legislation allows the City to use numerous banks for deposits. The legislation was <br />favorably recommended 2-0, with Councilman Limpert abstaining, and the Committee Meeting <br />concluded at 8:00 p.m. <br />Councilman Glassburn reported there was another Finance Committee Meeting scheduled for <br />December 5, 2023, however, there was not a quorum. <br />Councilman Glassburn moved to remove Ordinance 2023-134 from Committee and place on second <br />reading. The motion was seconded by Councilwoman Hemann and passed 5-0. <br />Roll Call: <br />Yes: Glassburn, Hamann, Gilchrist, Scarl, Madden <br />No: None <br />Motion carried. Ordinance 2023-134 removed from Committee and placed on second reading passed 5 - <br />None. <br />Terry Czarnecki <br />5109 E. Park Drive <br />Ms. Czarnecki came to Council to ask a question on behalf of her neighbor, Mr. Babinec, to Mr. Pinchek <br />and Mr. Upton. Mr. Babinec would like a copy of the Market Survey that was completed. She feels it is <br />something everyone would like to see as they are all interested in property value. Ms. Czarnecki shared <br />some home sale prices. <br />Director Pinchek stated he would speak with Director Upton to provide those reports. <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to speak with regard to legislation 2023-79, noting she opposes installation <br />of the cell tower in North Olmsted park and read a part of an email.
