<br />Councilman Madden Vice Chair of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met on Tuesday, November 28, 2023 at 6:45 p.m.
<br />Present were Committee Members Williamson, Madden and Glassburn and Council Members Hemann,
<br />Limpert, Gilchrist and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance
<br />Director Copfer, Human Resources Director Kidd, Safety Director Scofield, Service Director Kearney,
<br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and
<br />guests.
<br />• Discussed Resolution 2023-137. A Resolution authorizing the Mayor to enter into a one year
<br />contract with TAC Computer, Inc. in order to provide maintenance and repair services to
<br />computer hardware and software in the North Olmsted Fire Department, and declaring an
<br />emergency. This renewal is an annual expense for a one-year period. The legislation was
<br />favorably recommended 3-0.
<br />• Discussed Resolution 2023-138. A Resolution authorizing the Mayor to enter into a one year
<br />contract with TAC Computer, Inc. in order to provide maintenance and repair services to
<br />computer hardware and software in the North Olmsted Police Department, and declaring an
<br />emergency. This renewal is an annual expense for a one-year period. The legislation was
<br />favorably recommended 3-0.
<br />• Discussed Resolution 2023-139. A Resolution authorizing the Director of Public Safety to
<br />advertise for bids for the award of a contract to provide fire prevention services, as detailed in
<br />the specifications on file, and authorizing the Mayor, following approval of the Board of Control,
<br />to contract for the same with the lowest and best bidder, and declaring an emergency. It was
<br />reported by Director Scofield that this contract will provide for fire prevention services such as
<br />sprinkler systems, etc., in each of the City's buildings., under one contract. The legislation was
<br />favorably recommended 3-0.
<br />• Discussed Ordinance 2023-141. An Ordinance establishing a new Chapter 767 of the Business
<br />Regulation Code of the Codified Ordinances of the City of North Olmsted, entitled "Sale of
<br />Cannabis' and declaring an emergency. It was reported in Committee that this legislation was
<br />originally to be a moratorium in response to the passage of Issue 2, however, the intention
<br />changed as it is not the City's position to allow for the sale of cannabis within the City and Issue
<br />2 does allow each City to set parameters within the law. The legislation was favorably
<br />recommended 3-0 and the Committee Meeting concluded at 7:13 p.m.
<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met on Tuesday, November 28, 2023 at 7:13 p.m. Present were Committee
<br />Members Glassburn, Williamson and Limpert and Council Members Hamann, Madden, Gilchrist and
<br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human
<br />Resources Director Kidd, Safety Director Scofield, Service Director Kearney, Recreation and Public
<br />Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Ordinance 2023-133. An Ordinance restating the rates of compensation for
<br />administrative personnel for the year 2023; and otherwise establishing the compensation rates
<br />and descriptions for various administrative and legislative personnel for the year 2024, and
<br />declaring an emergency. Councilman Glassburn reported the City will continue to pay the non -
<br />bargaining employees in to 2024, until the negotiations are completed. The legislation was
<br />favorably recommended 3-0.
<br />• Discussed Ordinance 2023-134. An Ordinance to make and transfer appropriations for current
<br />expenses and other expenditures for the City of North Olmsted for the year ending December
<br />31, 2024 and declaring an emergency. Councilman Glassburn noted the City is taking the
