Council Minutes of 12-05-2023 <br />and repair services to computer hardware and software in the North Olmsted Fire Department, and <br />declaring an emergency. <br />Resolution 2023-138 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br />the Mayor to enter into a one year contract with TAC Computer, Inc. in order to provide maintenance <br />and repair services to computer hardware and software in the North Olmsted Police Department, and <br />declaring an emergency. <br />Resolution 2023-139 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br />the Director of Public Safety to advertise for bids for the award of a contract to provide fire prevention <br />services, as detailed in the specifications on file, and authorizing the Mayor, following approval of the <br />Board of Control, to contract for the same with the lowest and best bidder, and declaring an emergency. <br />Resolution 2023-141 introduced by Mayor Jones was given its second reading. An Ordinance <br />establishing anew Chapter 767 of the Business Regulation Code of the Codified Ordinances of the City of <br />North Olmsted, entitled "Sale of Cannabis" and declaring an emergency. <br />Councilman Madden moved to suspend the rules requiring three readings. The motion was seconded by <br />Councilman Glassburn and passed 5-0. <br />Roll Call: <br />Yes: Madden, Glassburn, Hemann, Scarl, Gilchrist <br />No: None <br />Motion carried. <br />Jeff Sturgeon asked if the Law Director if he could provide an abbreviated version of what this law <br />provides. <br />Director Gareau stated there are three components, personal use, home-grown, and retain sale. The <br />new ordinance states that municipalities have the right to prohibit all adult use of cannabis operators. <br />We have no authority over the code to regulate the personal growth of cannabis. This legislation is tied <br />to whether or not North Olmsted would be better served with or without the sale of cannabis, and this <br />legislation seeks to prohibit that. <br />Mr. Sturgeon asked if more local laws are anticipated. To which Director Gareau stated that there are <br />more being done in Columbus, but this is what the City is doing right now. <br />Councilman Madden moved for adoption. The motion was seconded by Councilman Glassburn and <br />passed 5-0. <br />Roll Call: <br />Yes: Madden, Glassburn, Gilchrist, Scarl, Hemann <br />No: None <br />Motion carried.
