Council Minutes of 12-19-2023 <br />Deer Management Talking Points <br />Map Overlay Information <br />• Parcel 23229009 is the complainant's property with reference to the alleged trespassing. <br />• The owners of parcels 23229035 and 23229036 have provided the City with consent to enter their <br />property in order to access the city owned property to the north. <br />• Parcel 23229002 is owned by the city. <br />• In the rear of parcel 23229036 is a small shed which marksmen and city employees utilize as <br />reference point. <br />• Red block going north and south shows where we have placed signage to reference the deer <br />management program activity. <br />• Green lines are the paths walked in order to access the city owned property. <br />• Green oval on Defoe Diver is the location of drop-off/parking of van. <br />• First and foremost, a deer management program is designed to protect people and property, as well <br />as the overall health of the herd and other wildlife. <br />• About the 2024 Online Survey <br />• The City's 2023 deer survey opened October 22nd and closed November 15'^. We received a <br />total of 339 responses. Almost 80% of those who participated in the survey have at least some <br />concern about deer vs vehicle accidents in North Olmsted. 63% of participants described the <br />deer population as increasing over the last Hive years and 60% would like to see the deer <br />population decrease. <br />• All three (3) marksmen have been State of Ohio certified peace officers; two (2) are active duty and <br />one (1) is retired NOPD. <br />• Each has been certified via Ohio Police Officer Training Academy (OPOTA) as firearms instructors. <br />• Two officers are on the Westshore Enforcement Bureau SWATteam and train rigorously with <br />firearms. <br />• One officer is a SWAT marksman/observer (commonly called a "sniper") where he has completed <br />state certification programs for same, FBI qualifications for same, and has worked with specialized <br />secret service units in the same capacity. <br />• Marksmen qualify on the rifle platform annually prior to engaging in deer management activities. <br />• Each year prior to the start of the management program, each rifle is zeroed to the specific <br />marksman. <br />• The marksmen utilize same platform every officer on the North Olmsted Police Department trains <br />with and qualifies on annually. <br />• Signage is posted in the vicinity of each management area and residents in the immediate area of <br />the designated management zone receive written notification of the program being conducted. <br />NOTE: letter under my signature sent out in advance of the anticipate January start. <br />• Marksmen receive permission and are often invited to manage the deer population on private <br />property. <br />• Marksmen conduct the management program from an elevated position. <br />• Each management area is selected via observation of large deer populations on city -owned property <br />and/or increased complaints from residents in the area who want the city to actively manage the <br />deer population. <br />• Note: Officers have a duty to retrieve deer after it is injured and expires on private property. Police <br />officers work in cooperation with our Service Department staff to accomplish this. <br />• Since January 1, 2023 there has been approximately 106 deer related calls for service in the city. <br />This could be for a deer caught in a fence, a vehicle -deer MVA, or similar. <br />
