Council Minutes of 12-19-2023 <br />Councilman Scarl asked when the culling will begin, how long it will last and what times of day is it <br />active. To which Director Scofield stated it will begin in January and will run through the end of March, <br />and the marksmen will begin after sunrise and end before sunset, and she would let Councilman Scarl <br />know if they are active at night. Councilman Limpert asked Director Scofield to keep in mind that the <br />first week of January the kids are still out of school. To which Director Scofield replied that she does not <br />believe they will start that early but will make them very aware of that point. Councilwoman <br />Williamson asked for an update on the Deer Management Program at the next Safety Committee <br />Meeting, with regard to notices, how many deer, what the quota is, etc. <br />Connie English <br />5009 E. Park Drive <br />Ms. English came to Council to state her opposition to the cell phone tower at the North Olmsted <br />Community Park. <br />Chris Kmiecik <br />23727 Elm Road <br />Ms. Kmiecik came to Council to state her opposition to the cell phone tower at the North Olmsted <br />Community Park. She asked Council what is being done to address their concerns, and stating that she <br />is not getting a response from Council. Council President Brossard asked Director Gareau if he could <br />advise the resident of the repeal process. Director Gareau stated the process to repeal the legislation <br />could begin by the Administration or a member of Council repealing the prior legislation. Although <br />there was no referendum on that particular piece of legislation, presumably a repeal could also begin by <br />an initiative petition as well. Council President reminded Ms. Kmiecik that this is not the time for back <br />and forth conversation, that the time for that is one-on-one with any member of Council or the <br />Administration, or by attending Committee Meetings when pieces of legislation are being discussed and <br />considered. Ms. Kmiecik noted that there are lots of people in North Olmsted who do not want this cell <br />tower. <br />LEGISLATION <br />Ordinance 2023-133 introduced by Mayor Jones was given its third reading. An Ordinance restating the <br />rates of compensation for administrative personnel for the year 2023; and otherwise establishing the <br />compensation rates and descriptions for various administrative and legislative personnel for the year <br />2024, and declaring an emergency. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 6-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Madden, Gilchrist, Williamson, Scarl <br />No: None <br />Motion carried. Ordinance 2023-133 adopted 6-0. <br />Ordinance 2023-134 introduced by Mayor Jones was given its third reading. An Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of North Olmsted for <br />the year ending December 31, 2024 and declaring an emergency. <br />
