Council Minutes of 01-03-2024 <br />RECREATION, PUBLIC PARKS AND BUILDINGS <br />Mary Ellen Hemann, Chair <br />Chris Scarl, Vice Chair <br />Duane Limpert <br />STREETS AND TRANSPORTATION <br />Mary Gilchrist, Chair <br />Paul Shymske, Vice Chair <br />Chris Glassburn <br />Councilman Scarl moved to appoint nominees to the committees as reported. The motion was <br />seconded by Councilman Glassburn. <br />Roll Call: <br />Yes: Scarl, Glassburn, Shymske, Madden <br />No: None <br />Motion carried. Nominees appointed to Committees as reported passed by a vote of 4-0. <br />• The last order of business for the Committee was to nominate a new President Pro -Tempore. <br />Councilman Glassburn was nominated by a vote of 4-0. <br />Councilman Madden moved to accept the nomination of Councilman Glassburn as President Pro - <br />Tempore. The motion was seconded by Councilman Scarl and passed 4-0. <br />Roll Call: <br />Yes: Madden, Scarl, Shymske, Glassburn <br />No: None <br />Motion carried. Councilman Glassburn nominated as President Pro -Tempore by a vote of 4-0. <br />• Council President Brossard reported the Committee of the Whole concluded at 7:20 p.m. <br />Councilman Glassburn, Vice Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met virtually on Wednesday, December 27, 2023 at <br />7:03 p.m. Present were Committee Members Limpert, Madden and Williamson, and Council Members <br />Glassburn, Gilchrist, Hemann, and Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, <br />Finance Director Copfer, Director of Economic and Community Development Upton, Special Assistant to <br />the Mayor Massarolo and guests. <br />• Discussed Resolution 2023-154. A Resolution authorizing the Director of Economic and <br />Community Development to file an application to Cuyahoga County for grant funding for <br />Planning Services for the Mixed Use Overlay Zoning Amendment at Great Northern Mall and, if <br />awarded, further authorizing the Mayor to enter into an agreement to accept the grant funds, <br />and declaring an emergency. Councilman Glassburn reported to Council in Councilman <br />Limpert's absence. Mr. Upton noted that Cuyahoga Planning offers an annual grant program for <br />an 80/20% for items such as business district improvements and zoning. The administration is <br />requesting to apply for a mixed overlay at the mall property on January 12'^. Within the overlay, <br />each project is scoped on an individual basis when they're selected and that that's even what <br />the county says in the grant applications. The estimated cost is not more than $20,000 and <br />likely less. Councilwoman Hemann and Councilman Limpert inquired what the difference is <br />between changing the zoning and the use of an overlay. Mr. Upton noted that the overlay <br />allows additional flexibility in zoning for the property owners to following the zoning, but <br />leverage additional options as part of a potential project that the city can approve or disapprove <br />
