<br />Councilman Glassburn, Chairman of the Finance Committee:
<br />The Finance Committee met virtually on Wednesday, December 27, 2023 at 7:35 p.m. Present were
<br />Committee Members Glassburn, and Limpert and Council Members Hemann, Madden, Gilchrist and
<br />Scarl, Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Director
<br />of Economic and Community Development Upton, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Resolution 2023-148. A Resolution authorizing the Mayor of City of North Olmsted to
<br />apply to The State of Ohio, Department of Development for grant funding for the South
<br />Equalization Basin Project and, if awarded, further authorizing the Mayor to enter into an
<br />agreement to accept the grant funds, and declaring an emergency. Councilman Glassburn
<br />reported that the grant is to apply for State of Ohio Department of Development to help fund
<br />the South Equalization basin project and suspension is being requested as well to apply by
<br />January 7'h. The legislation was favorably recommended by a vote of 2-0.
<br />• Discussed Resolution 202-151. A Resolution authorizing the Director of Public Safety to solicit
<br />Statements of Qualifications (S.O.Q.) from qualified individuals to provide Building Official and
<br />Master Plans Examiner services to the City, and further authorizing the Mayor, following
<br />approval of the Board of Control, to enter into a contract with the individual or firm selected in
<br />the S.O.Q. process, and declaring an emergency, as Amended. Councilman Glassburn reported
<br />that the Plans Examiner for C.T. Consultants is quitting, therefore a new firm/individual will need
<br />to be hired. There was also a request to amend the legislation as the template used to write the
<br />legislation, in error, included the Building Official as well, update the date that was incorrect.
<br />The legislation was favorably recommended by a vote of 2-0, with the amendment and
<br />suspension, and the Committee Meeting concluded at 7:44 p.m.
<br />Councilman Glassburn moved to Amend Resolution 2023-151. The motion was seconded by Councilman
<br />Scarl and passed 4-0.

<br />Councilman Scarl, Chairman of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met virtually on Wednesday, December 27, 2023 at
<br />6:36 p.m. Present were Committee Members Williamson, Madden and Glassburn, and Council Members
<br />Scarl, Gilchrist, Hemann and Limpert. Mayor Jones, Law Director Gareau, Finance Director Copfer,
<br />Economic and Community Development Upton, Special Assistant to the Mayor Massarolo and guests.
<br />• Discussed Resolution 2023-149. A Resolution authorizing the Mayor to enter into a contract for
<br />the purchase of fifty (50) "Everyday Level III ICW Armor Plates" from Dayton Armor, LLC. in the
<br />amount of $42,690.00 for the purpose of modernizing the bullet proof vests utilized by Patrol
<br />and SWAT Officers within the Division of Police, and declaring an emergency. Councilman Scarl
<br />reported that the new armored plates would be inserted into the bullet proof vests. Fifty
<br />percent of the costs would be reimbursed by the Federal Byrne Memorial Grant, which the City
<br />receives every year. Officer Pietro provided an explanation on how the plates are used by our
<br />officers. Suspension was requested in order to order before a possible rate increase and to
<br />make these plates available to our officers as soon as possible. The Committee voted 3-0 to
<br />favorably recommend the legislation to Council with Suspension.
