10.06. Time ClockyRecordkeenine. If a time clock is to be used for a department, all hourly <br />employees shall be required to clock in and clock out at the beginning and end of each shift. Any <br />employee clocking in late will be docked to the nearest tenth of an hour. Any employee working <br />overtime with the approval of supervision shall be paid overtime to the next tenth of an hour. <br />ARTICLE 11 DISTRIBUTION OF OVERTIME <br />11.01. Overtime Determination. The Employer shall be the sole judge of the necessity of <br />overtime. All overtime shall be voluntary and an employee shall have the right to refuse any <br />overtime assignment except for removal, inclement weather/rain events and any other situation <br />that the Employer deems an emergency. An "emergency" is defined as any impairments to City <br />services or operations which cannot be delayed until the beginning of the next day. In non- <br />emergency situations, the City may require the least senior qualified employee(s) in the <br />classification who are available, to perform the overtime work. The distribution of overtime <br />shall be referred to the Labor/Management Committee for discussion and resolution. <br />11.02. Overtime Equalization. ++.96—In distributing overtime opportunities, the Employer or <br />its representatives shall not engage in a policy favoring an employee or employees, unless this <br />Agreement requires certain employees to work the overtime. The Employer shall endeavor, <br />insofar as it may be practicable, to make generally equitable distribution of overtime work <br />among employees within a classification and department who are capable of performing the <br />available work satisfactorily. Employees who are offered overtime and for any reason refuse or <br />fail to work shall be credited with the overtime as if they had worked, for the purpose of <br />overtime distribution. An employee who works overtime will be credited only with the number <br />of hours he actually worked. An employee who should have been called up for overtime, but <br />was missed, shall have deducted from his equalization the total number of hours that were <br />worked on that overtime call. In the event that a sufficient number of qualified employees me not <br />available within the classification for the overtime assignment, qualified employees from a <br />different classification and/or department shall be offered the overtime work and the overtime <br />opportunity shall be distributed as equitably as possible. The Employer shall maintain fists by <br />classification showing the overtime hours of each employee. All overtime hours shall be <br />recorded on a daily basis. The overtime lists shall be posted at each work location (Service <br />Garage, Plant and Systems) and shall be kept current on a daily basis. The Service Mechanics <br />and helpers will be subject to rotating overtime. These overtime lists shall be reduced to zero <br />and start again <br />January 1, ;929 through December 31 0 annually. <br />Students, <br />have <br />11.03. Snow and Ice Control. During snow season, employees will be canvassed daily to <br />determine their availability during the ensuing non-shift/overtime hours for snow removal or ice <br />control duty. However, employees who refuse voluntary overtime but ultimately would not have <br />been called off the list will not be re-credited with overtime hours worked. The overtime <br />seniority list will be followed and those employees not interested in being called will not be <br />contacted on a subsequent call out unless emergency conditions develop. <br />11 <br />4880-6940.6880, v.2 <br />
