z*n"I TrA <br />The predecessor agreement between City of North Olmsted (hereafter the "City" or "Employer') and <br />the AFSCME, Ohio Council 8 (hereafter the "Union') expired December 31, 2023. Representatives <br />of the City and the Union commenced negotiating a successor agreement and met approximately 7 <br />times for purposes of bargaining. Those efforts have resulted in a tentative agreement on all issues <br />which is now being submitted to the legislative body for ratification. The following outlines the <br />changes to be made to the parries' Agreement should the tentative agreements be accepted by the <br />legislative body. All articles not specifically addressed herein are to remain current contract <br />language. <br />Article 1. Preamble/Purpose <br />Added titles to reflect section content, but no substantive change. <br />Article 3, Non -Discrimination <br />Relocated Gender Neutral Language to this article (formerly Article 43), added titling, but no <br />substantive change. <br />Article 4, Union Security <br />Add language to address electronic transmission of dues information to the union and deductions to <br />the union. <br />Article 6, Union Representation <br />Added titling to reflect content of sections. Moved Sections addressing layoff and recall, personnel <br />files, and discipline out of this Article and into the appropriate topical placement in the CBA. <br />Article 7. Grievance Procdure <br />Added titling to reflect content of sections. Moved Sections addressing layoff and recall, personnel <br />files, and discipline out of this Article and into the appropriate topical placement in the CBA. The <br />parties added a mediation step to the process and revised the selection process for arbitrators to a <br />strike and rank procedure. The parties also agreed to a permanent panel option in the process as well. <br />The parties removed references to AAA since panels are proceed under FMCS if they we utilized <br />and clarified that while final and binding, arbitration awards are still subject to review under the <br />applicable ORC provisions. <br />Article 8, Probationary Period <br />Added a cross reference to the language to align with the probationary period for promotions and <br />transfers. <br />Article 9.
