Council Minutes of 02-06-2024 <br />• March 81h- Bretton Ridge Women's Club <br />• March 15d'- North Olmsted Boys and Girls Soccer <br />• March 22nd- North Olmsted Kiwanis Club <br />• The North Olmsted Senior Center will host a Valentine's Day Luncheon event beginning at 12:30 <br />p.m. <br />• The American Red Cross will host a blood drive on February 7, 2024, at the North Olmsted <br />Community Cabin. <br />• North Olmsted City Hall will be closed on Monday, February 19, 2024 in observance of <br />President's Day. <br />Director of Law Gareau: <br />• Director Gareau provided an update on the Grand Jury's 21 Count Indictment against David <br />Kovach, affiliated with Sacred Waters Kava Bar. <br />• Director Gareau informed Council of a complaint filed against the City of North Olmsted by <br />Steve Hallow in the Ohio Court of Claims concerning a public records dispute. <br />Director of Finance Copfer: <br />• Director Copfer noted she was pleased that a balanced budget was presented to Council on <br />February 2, 2024, as well as the 2023 Detailed Summary. <br />Councilman Limpert, Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, January 23, 2024 at 7:05 p.m. <br />Present were Committee Members Limpert, Glassburn and Hemann and Council Members Scarl, <br />Madden, Gilchrist and Shymske, Mayor Jones, Law Director Gareau, Human Resources Director Kidd, <br />Director of Economic and Community Development Upton, Service Director Kearney, Recreation and <br />Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed PDC Case No. 23-25654, Texas Roadhouse. Texas Roadhouse will be located on the <br />closed JC Penney furniture parcel; this is a $9mm project leading to the employment of <br />approximately 120 individuals. The Economic Development Director noted that this parcel <br />abides to a joint agreement related to construction operations and reciprocal easements which <br />limited architectural and parking changes at the site. Councilman Limpert noted that Mr. <br />Glassburn stated that any proposals to improve the process to support changes in the mall area <br />that would benefit residents and businesses, is something he is support of working with the <br />administration on. There will not be any changes to the current traffic pattern or curb cuts as <br />part of the project. PDC Case No. 23-25654 Texas Roadhouse was favorably recommended with <br />the recommendations from the Planning and Design Commission by a vote of 3-0. <br />• Discussed PDC Case No. 23-24830 Halleen Kia. Halleen Kia which is a 15,000 sq. ft. expansion of <br />their facility which is primarily a showroom replacement, and is a two phase project. Included in <br />the proposal is an improvement in the frontage of the property to align with the Lorain Road <br />Corridor plan to include a bus standing area. There was a variance included the addition of a dry <br />retention basin and a curb cut across Dewey Road to mitigate left hand turns onto Lorain Road <br />and Dewey. Councilwoman Hemann noted on the effort by Halleen to accommodate requests <br />by the neighboring residents. PDC Case No. 23-24830 Halleen Kia was favorably recommended <br />with the recommendations from the Planning and Design Commission by a vote of 3-0. <br />• Discussed PDC Case No. 23-24769 Kingston Apartments. Director Upton and Mr. George Davis of <br />Pro -Built Homes presented the proposal to build multi -family rental property apartment homes <br />which include attached garage and drive. Mr. Davis noted that the typical renter of similar <br />
