Inre/figent Soiwiom. <br />O <br />TOPIC: North Olmsted Facilities Planning Area Change for Sanitary <br />Sewers <br />PROJECT #: 24080 <br />DATE: January 27, 2024 <br />ATTENTION: Micheal Gareau, Director of Law <br />Carrie Copfer, Director of Finance <br />Kevin Kearney, Director of Service <br />Brian Blum, Superintendent WWTP <br />FROM: Jeff Filarski, City Engineer <br />The Cuyahoga County Department of Public Works (CCDPW) has approached the <br />City of North Olmsted with a request to change the Facilities Planning Area (FPA) for <br />the sewage treatment of a certain area of Fitch Rd. in Olmsted Twp. <br />Per our previous discussion, this would require legislation since it amends the <br />agreement for the treatment of sewage with Olmsted Township. <br />The FPA amendment request summary from NOACA (Attachment A) along with the <br />map of the area that is being transferred from North Olmsted to NEORSD (Attachment <br />B). The area in question is along Fitch Rd. from Southwood Ln. heading south to the <br />high voltage lines. It encompasses 70.93 acres with 36 parcels. The CCDPW will be <br />installing a sanitary sewer service the area and flow to the south to the Northeast Ohio <br />Regional Sewer District facilities in response to an Ohio EPA Notice of Violation to <br />mitigate illicit discharge from household sewage treatment (HSTS i.e. septic) systems. <br />Attachment C shows the resulting FPA after this amendment. <br />Th City of North Olmsted currently does not have sewers in the area and has no plans <br />to install a sewer to service this area. There are no existing sewered properties that <br />are affected by this modification. I recommend the adoption of this change to the FPA. <br />Due to the timing of the NOACA process to get this item on their March agenda and <br />the requirement of the City's approval, Mayor Dailey Jones has signed off on this at my <br />direction, contingent on North Olmsted City Council approval. <br />C: Max Upton.
