Ohio EPA issued a Notice of Violation to the CCDPW on <br />January 4, 2018, regardingillicit discharges to the Municipal. Separate Storm Sewer System <br />(MS4) along Fitch Road between Greenbrooke and Cook Roads in Olmsted Township.- <br />CCDPW. met with Ohio EPA on February 5, 2018, to identify and evaluate five alternatives to <br />alleviate water pollution problems related to poor performing HSTSs. The Notice of Violation <br />was 11abated"based upon the CCDPW's commitment to Alternative 4 that included the <br />extensionof a gravity sewer which would connect to an existing sewer flowing South to the <br />NEORSD's Southerly Wastewater. Treatment Plant (W WTP). <br />The: CCDPW is capable of providing.a gravity sanitary. sewer solution to extend service to tnE <br />arriendm6rit areb�from an exislina dravitv sanitary sower that is located aooroximatelv'4-.2701. <br />to <br />Cranage, Road) in Olmsted T he existing 21" gravity sanitary sewer at the southernend <br />Df the project Dn Fitch Roaa and subsequent downstream sewerage systems have sufficient <br />conveyance capacity within the NEORSD-Southwest FPA. The NEORSD Southerly W WTP has <br />sufficient treatment capacity to accept the wastewater flow from the modification request area. <br />NEORSD has submitted a letter of support. <br />CCDPW requests modifications to the North Olmsted FPA and No Planning Area FPA <br />boundaries (Attachment B), moving nine and 27 parcels respectively, into the NEORSD- <br />Southwest FPA. Additionally, CCDPW proposes prescription changes for the western nine <br />parcels from "Limited Sewers Expected Within 20 years" to "Sewers Expected Within 20 Years." <br />Finally, CCDPW proposes prescription changes for the 27 eastern parcels from "Areas Served <br />by On -Site Systems" to "Sewers Expected Within 20 Years" (Attachment C). <br />The NEORSD has agreed to accept flow from the sewer extension, has line and plant capacity <br />to treat the wastewater and supports modification of the NEORSD Southwest FPA Boundary <br />and proposed Prescriptions. The City of North Olmsted has agreed to the boundary and <br />prescription changes; a signed NOACA's acknowledgment form. Additionally, Olmsted <br />Township has completed and signed NOACA's acknowledgement form indicating support. The <br />support letters fulfill the 208 Plan notification requirements (Attachment D). <br />4-2 <br />
