Council Minutes of 03-20-2024 • The Spring shred -it day will take place on March 23, 2024, from 9:00 — 12:00 p.m. at the North Olmsted Recreation Center. Residents are allowed two bags or boxes for secure shredding. Personal computers can also be recycled at this event. • Nominations for the 2024 Citizen of the Year will close on April 5, 2024. Nominations received after that date will be considered for the following year. The Citizen of the Year Banquet will take place Thursday, April 25, 2024, at the North Olmsted Community Cabin beginning at 6 p.m. • The North Olmsted Community Council set the dates for the 2024 Homecoming Festival to be held August 22-25, 2024 at North Olmsted Community Park. • Mayor Jones asked for a moment of personal privilege to announce that her son, Connor, Pfc., just graduated with honors from his advanced training with the U.S. Army at Fort Eisenhower in Georgia, and was on his way home to serve in the Ohio National Guard. Director of Law Gareau: • Director Gareau reported that the Law Department was primarily focused on awaiting the Kava Bar decision from the Court of Common Please, which pertained to the 2506 Appeal. Additionally, there was ongoing work on a public records case in the Ohio Court of Claims, with increasing requests being managed. • Director Gareau also reported that the Law Department has been devoting some time to revisiting lingering issues and implementing "good government" initiatives for consideration by Council to enhance job performance. Director of Finance Copfer: • No Report. Council President Brossard, Committee of the Whole: The Committee of the Whole met on Tuesday, March 12, 2024 at 6:31 p.m. Present were Councilmembers Glassburn, Madden, Scarl and Shymske, Council President Brossard, Mayor Jones, Law Director Gareau, Human Resources Director Kidd, Director of Economic and Community Development Upton, Service Director Kearney, Assistant Finance Director Sperling and Special Assistant to the Mayor Massarolo and guests. • Council President Brossard reported that all of Council discussed moving the Council Meeting start time to an earlier time, in order to accommodate more residents, and after a brief discussion, Council voted in favor of moving the Council start time to 7:30 p.m. with Caucus beginning at 7:15 p.m., effective May 7, 2024. • Council also heard the latest update on the sidewalk program from Director Upton who advised of an August start date, with repairs beginning in 2025 and the Committee of the Whole concluded at 6:50 p.m. Councilman Scarl moved to change the start date of Council Meetings to 7:30 p.m., with Caucus at 7:15 p.m., with an effective date of May 7, 2024. The motion was seconded by Councilman Shymske and passed 6-1. Roll Call: Yes: Scarl, Shymske, Glassburn, Hemann, Gilchrist, Madden No: Limpert Motion carried. Council Meeting start date passed by a vote of 6-1.
