Council Minutes of 03-20-2024 <br />Discussed Ordinance 2024-22, an Ordinance designating revenue derived from the lease of a site <br />for the establishment of a cellular tower at the North Olmsted Park, and declaring an <br />emergency. Councilman Glassburn reported that this legislation directs all proceeds for the cell <br />tower at the North Olmsted Park be only applied to projects for the park. The legislation was <br />favorably recommended 2-0. <br />Lastly, discussed Ordinance 2024-3, an Ordinance to make appropriations for current expenses <br />and other expenditures for the City of North Olmsted for the year ending December 31, 2024 <br />and declaring an emergency. Councilman Glassburn addressed budget modifications including <br />technical corrections for various departments, adjustments to equipment funding, and <br />discussions on the sidewalk program's readiness. The Committee aimed to have an amendment <br />drafted for further consideration. The legislation was held in Committee by a vote of 2-0, and <br />the Committee Meeting concluded at 8:38 p.m. <br />The Finance Committee also met on Tuesday, March 20, 2024, at 7:36 p.m. Present were Committee <br />Members Glassburn, Limpert and Scarl and Council Members Hemann, Gilchrist, Madden and Shymske, <br />Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human <br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director <br />Scofield, Recreation and Public Engagement Director Pinchek, Assistant Director of Finance and Special <br />Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2024-21, An Ordinance authorizing the Mayor to enter into a Development <br />and TIF Reimbursement Agreement with Star West Great Northern U.C. Councilman Glassburn <br />noted there was some discussion on the order of this item, within the process of the project, as <br />well as, what items would be the totality of the project. Councilman Glassburn abstained from <br />the vote. The item was moved and seconded to recommend to Council. The vote was one to <br />one with one abstention. <br />Councilman Limpert moved to relieve Ordinance 2024-21 from Committee. The motion was seconded <br />by Councilman Scarl and passed 5-1-1. <br />Roll Call: <br />Yes: Limpert, Scarl, Madden, Shymske, Gilchrist <br />No: Hemann <br />Abstain: Glassburn <br />Motion carried. Ordinance 2024-21 relieved from Committee by a vote of 5-1-1. <br />Lastly, discussed Ordinance 2024-3, an Ordinance to make appropriations for current expenses <br />and other expenditures for the City of North Olmsted for the year ending December 31, 2024 <br />and declaring an emergency. Councilman Glassburn noted the amendment that was offered <br />added corrections to items concerning Rocky River Municipal Court, the Police gas error, some <br />copier leases and other minor items. The items added were the two small salt truck spreaders, <br />reducing the number of Surfaces for Council, and the fire station inflatable. Councilman <br />Glassburn noted there was a discussion on postponing additional transfers for budget <br />stabilization, and Council asked for further information on the fire station remodel. The <br />legislation was favorably recommended with the Amendment and with Suspension by a vote of <br />3-0, and the Committee Meeting concluded at 7:57 p.m. <br />Councilman Glassburn moved to Amend Ordinance 2024-3. The motion was seconded by Councilman <br />Umpert and passed 7-0. <br />
