<br />Councilman Scarl, Chairman of the Public Safety, Health and Welfare Committee:
<br />The Public Safety, Health and Welfare Committee met on Tuesday, March 12, 2024 at 6:51 p.m. Present
<br />were Committee Members Scarl, Hemann and Madden and Council Members Glassburn and Shymske,
<br />Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of
<br />Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney,
<br />Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and
<br />guests.
<br />• Discussed Liquor Permit 6878677, Phoenix Theatres GNM LLC, DBA Phoenix Theatres, located at
<br />450 Great Northern Mall. Councilman Scarl advised that the Police had no concerns with this
<br />liquor permit and the Committee voted 3-0 to not object to Liquor Permit 6878677, and the
<br />Committee Meeting concluded at 6:53 p.m.
<br />Councilman Scarl moved to not object to Liquor Permit 6878677, Phoenix Theatres. The motion was
<br />seconded by Councilwoman Hemann and passed 7-0.

<br />Motion carried. Liquor Permit 6878677 not objected to by a vote of 7-0
<br />Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee, did not have a
<br />report but asked for a moment of personal privilege to congratulate all the students who had art pieces
<br />submitted to the Mayor's Art Show, and to note that North Olmsted has a lot of talent.
<br />Councilman Shymske, Chairman of the Environmental Control Committee:
<br />The Environmental Control Committee met on Tuesday, March 12, 2024 at 6:53 p.m. Present were
<br />Committee Members Shymske, Madden and Hemann Council Members Glassburn and Scarl. Council
<br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources
<br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield,
<br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the
<br />Mayor Massarolo and guests.
<br />Discussed Ordinance 2024-19, An Ordinance repealing Chapter 950 entitled "Urban Forest" and
<br />enacting new Chapter 950 entitled 'Tree Preservation and Management". The Committee
<br />determined that more time would be needed to review the new Chapter. Ms. Hemann agreed
<br />to note her concerns and discuss with the Chair and the Law Director. The Committee voted 3-0
<br />to hold the legislation in Committee, and Committee Meeting concluded at 6:59 p.m.
<br />The Environmental Control Committee also met on March 20, 2024, at 7:27 p.m. Present were
<br />Committee Members, Shymske, Madden and Hemann. Council Members Gilchrist, Glassburn, Limpert
<br />and Scarl. Council President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer,
<br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety
<br />Director Scofield, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor
<br />Massarolo and guests.
