MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED APRIL 9, 2024 Present: Council Members Gilchrist, Glassburn, Hemann, Limpert, Madden, Scarl and Shymske Also Present: Mayor Nicole Dailey Jones, Director of Law Gareau, Director of Finance Copfer, H. R. Director, Economic Director, Safety Director, Service Director, Recreation Director, Special Assistant to the Mayor and guests. Absent: Council President Brossard President Pro Tempore Glassburn called the meeting to order at 6:46 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. LEGISLATION Ordinance 2024-10 introduced by Mayor Jones was given its third reading. An Ordinance amending Ordinance 2022-68 in order to modify the "Fix Our Fronts" Storefront Renovation Grant Program by creating a new category of permissible grants and further authorizing the Mayor to issue grants to approved grantees, and declaring an emergency, as Amended. Councilman Limpert moved for adoption. The motion was seconded by Councilman Glassburn and passed 7-0. Roll Call: Yes: Limpert, Glassburn, Hemann, Scarl, Gilchrist, Shymske, Madden No: None Motion carried. Ordinance 2024-10 adopted 7-0. Councilman Limpert voted yes with comment stating he is glad the legislation was amended to ensure the program maximizes as many participants as possible. Ordinance 2024-21 introduced by Mayor Jones was given its third reading. An Ordinance authorizing the Mayor to enter into a Development and TIF Reimbursement Agreement with Star West Great Northern I.I.C. Councilman Limpert moved for adoption. The motion was seconded by Councilman Scarl and passed 6- 0, with one abstention. Roll Call: Yes: Limpert, Scarl, Madden, Gilchrist, Hemann, Shymske No: None Abstain: Glassburn Motion carried. Ordinance 2024-21 adopted 6-0, with one abstention.
