Council Minutes of 04-16-2024 <br />• Discussed Ordinance 2024-30. An Ordinance to make Appropriations for Capital Improvements <br />for the City of North Olmsted Fire Station 1 for the Year Ending December 31, 2024. Councilman <br />Glassburn reported the full proposal of $2.25 million for the capital improvement project was <br />presented to Council, however, additional information was necessary to proceed, therefore the <br />legislation was held in Committee by a vote of 3-0. <br />• Lastly, discussed Ordinance 2024-29. An Ordinance to make Appropriations for Capital <br />Improvements for the City of North Olmsted for the Year Ending December 31, 2024. <br />Councilman Glassburn noted this piece of legislation included five projects: Clague Road, Old <br />Town Hall, Springvale Bridal Suite, Spruce Equalization Basin, and North Olmsted Park. There is <br />a new plan for underground pipes for the Spruce EO Basin project which will save money and <br />offset increases that were inflation -related. Clague Road, Old Town Hall and the Springvale <br />Bridal Suite were agreed to without much debate. However, there was long discussion <br />regarding North Olmsted Park, so it was agreed by the Committee and the Administration to <br />remove the North Olmsted Park project from the legislation and let it proceed without it. The <br />legislation, as Amended, was favorably recommended 3-0, and the Committee Meeting <br />concluded at 9:03 p.m. <br />Councilman Glassburn moved to Amend Ordinance 2024-29 to remove the North Olmsted Park item <br />from the legislation. Ordinance 2024-29 amended 7-0. <br />Councilman Scarf, Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Tuesday, April 9, 2024 at 7:00 p.m. Present <br />were Committee Members Scarl, Hemann and Madden and Council Members Limpert, Glassburn, <br />Gilchrist, and Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Ordinance 2024-32. An Ordinance dispensing with a formal RFP process and <br />authorizing the Mayor to enter into an Agreement with Hope Meadows Foundation to provide <br />Mental Health and Wellness Services for use by North Olmsted Safety Forces in the amount of <br />$30,630.00, and declaring an emergency. The Safety Director explained that the program <br />includes fire, police and dispatchers, and is part of a state wellness grant received in late 2022. <br />It is a reimbursement program, with mental health services being a requirement of the grant. <br />The outdoor therapy and learning program by Hope Meadows Foundation in Wadsworth was <br />deemed a qualifying mandatory mental health activity for first responders. Director Scofield <br />also noted that this program will be mandatory as assigned by the Chiefs and will be a one -day <br />program, with any overtime for shift coverage being reimbursed by the state. The legislation <br />was favorably recommended by a vote of 3-0. <br />• Also discussed new liquor permit # 11240120025 CEC Entertainment, LLC, DBA Chuck E. Cheeses <br />located at 26104 Great Northern Shopping Center in North Olmsted. The police department had <br />no concerns with the permit and the Committee voted 3-0 to not object to the liquor permit, <br />and the Committee meeting concluded at 7:08 p.m. <br />
