Council Minutes of 04-16-2024 <br />Director of Law Gareau: <br />• Director Gareau began his report by announcing that the Court of Common Pleas upheld the <br />decision of the North Olmsted BZBA in the Kovach Group LLC vs. BZBA case, resulting in the Kava <br />Bar's appeal failing. <br />• Director Gareau summarized some of his findings after reviewing the Rocky River Municipal <br />Court Annual Report. He noted the report showed consistent numbers in criminal offenses over <br />the years, with a slight decrease in some misdemeanor cases in North Olmsted. Felony cases in <br />Rocky River and North Olmsted remained relatively stable over the years, primarily involving <br />drug possession, theft, and receiving stolen property. Misdemeanor cases, including building <br />code violations and traffic offenses showed minor fluctuations but overall remained consistent. <br />• Despite potential expectations of increased prosecution with increased criminal activity, the <br />numbers have not significantly changed. <br />Director of Finance Copfer: <br />• Director Copfer reported the Finance Department has been busy with budget implementation, <br />ensuring divisions can see their budgets in the accounting system and enter requisitions <br />accordingly. <br />• Director Copfer noted that the annual true -up costs with Fairview Park for wastewater flow and <br />usage are being addressed. <br />• Settlements with two unions have been reached, with implementation of contract changes and <br />retro -pay underway. The payroll person has been effectively managing retro -pay. <br />• Director Copfer will participate in the final master plan public visioning statement session, <br />focusing on infrastructure, transportation, and public safety. The session will take place from <br />6:0D-7:30 p.m. at the High School Eagle's Room on April 18, 2024. <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, April 9, 2024, at 7:09 p.m. Present were Committee Members <br />Glassburn, Limpert and Scarl and Council Members Hemann, Madden, Gilchrist and Shymske, Council <br />President Brossard, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources <br />Director Kidd, Director of Economic and Community Development Upton, Safety Director Scofield, <br />Service Director Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the <br />Mayor Massarolo and guests. <br />• Discussed Ordinance 2024-31. An Ordinance Amending Section 1321.05 entitled "Plans <br />Examination Fees" of Chapter 1321 of the Codified Ordinances of the City of North Olmsted <br />entitled "Permit and Inspection Fees" for the purpose of updating Plans Examination Fee <br />Schedules, and declaring an emergency. Councilman Glassburn reported that our previous <br />vendor is no longer available. We received two bids and have made a selection. The legislation <br />was favorably recommended 3-0. <br />• Discussed Resolution 2024-33. A Resolution authorizing the Mayor to enter into a three year <br />Agreement with Everbridge, Inc., to provide text messaging services, and declaring an <br />emergency. Councilman Glassburn reported that the new system will allow the city to send text <br />messages in minutes instead of hours, allowing for a much higher level of functionality. The <br />legislation was favorably recommended 3-0. <br />
