Council Minutes of 05-21-2024 10 <br />Roll Call: <br />Yes: Scarl, Hemann, Glassburn, Shymske, Gilchrist, Limpert <br />No: None <br />Motion carried. Resolution 2024-54 adopted 6-0. <br />Ordinance 2024-55 was introduced by Mayor Jones and placed on first reading. An Ordinance <br />authorizing the Mayor to enter into a Community Reinvestment Area (C.R.A.) Agreement with 1L Moore <br />Construction, Inc. <br />Resolution 2024-56 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Mayor to enter into a contract with Automation Mailing and Shipping Solutions (AMSS) <br />to provide mailing and postage services for the City of North Olmsted, and declaring an emergency. <br />Resolution 2024-57 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the Director of Recreation and Public Engagement to apply for a grant in the amount of <br />$70,000.00 as may be awarded by Play & Park Structures, as the seller and, if awarded, further <br />authorizing the Mayor to enter into a purchase agreement not to exceed $70,000.00 for playground <br />equipment at the North Olmsted City Parks. <br />Ordinance 2024-58 was introduced by Mayor Jones and placed on first reading. An Ordinance creating <br />the Forest Commons Tax Increment Financing Incentive District; declaring improvements to the parcels <br />within the Incentive District to be a public purpose and exempt from real property taxation; requiring <br />the owners of those parcels to make service payments in lieu of taxes; establishing a municipal public <br />improvement tax increment equivalent fund for the deposit of those service payments; specifying the <br />public infrastructure improvements that benefit or serve parcels in the Incentive District; and declaring <br />an emergency. <br />Resolution 2024-59 was introduced by Mayor Jones and placed on first reading. A Resolution <br />authorizing the City Engineer to advertise for bids to award a contract for the Brookpark Road <br />Underpass Improvement Project (Phase II), as detailed in the specifications on file, and authorizing the <br />Mayor, following approval of the Board of Control, to enter into a contract with the lowest and best <br />bidder <br />MISCELLANEOUS BUSINESS <br />Council President Brossard scheduled Public Hearing on Tuesday, June 25, 2024, at 6:45 p.m. in Council <br />Chambers, to hear Ordinances 2024-51, 2024-52, 2024-53. <br />Councilman Limpert scheduled a Building, Zoning and Development Committee meeting for Tuesday, <br />May 28, 2024 at 7:00 p.m. to discuss 0.2024-55 and O. 2024-28, R. 2023-121 and PDC Case 26012-PO10 <br />PK -5. The Mayor and/or designee and Director of Economic Development were asked to attend. <br />Councilwoman Hemann scheduled a Recreation, Public Parks and Buildings Committee meeting for <br />Tuesday, May 28, 2024 at 7:40 p.m. to discuss R. 2024-57. The Mayor and/or designee, Recreation <br />Director and Special Assistant to the Mayor were asked to attend. <br />Councilwoman Gilchrist scheduled a Streets and Transportation Committee meeting for Tuesday, May <br />28, 2024 at 7:50 p.m. to discuss R. 2024-59. The Mayor and/or designee were asked to attend. <br />
