Council Minutes of 06-04-2024 9 <br /> Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br /> passed 7-0. <br /> Roll Call: <br /> Yes: Glassburn, Limpert, Madden,Gilchrist, Shymske,Scarl, Hemann <br /> No: None <br /> Motion carried. Ordinance 2024-55 adopted 7-0. <br /> Resolution 2024-57 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br /> the Director of Recreation and Public Engagement to apply for a grant in the amount of$70,000.00 as <br /> may be awarded by Play & Park Structures, as the seller and, if awarded, further authorizing the Mayor <br /> to enter into a purchase agreement not to exceed $70,000.00 for playground equipment at the North <br /> Olmsted City Parks. <br /> Ordinance 2024-58 introduced by Mayor Jones was given its second reading. An Ordinance creating the <br /> Forest Commons Tax Increment Financing Incentive District; declaring improvements to the parcels <br /> within the Incentive District to be a public purpose and exempt from real property taxation; requiring <br /> the owners of those parcels to make service payments in lieu of taxes; establishing a municipal public <br /> improvement tax increment equivalent fund for the deposit of those service payments; specifying the <br /> public infrastructure improvements that benefit or serve parcels in the Incentive District; and declaring <br /> an emergency. <br /> Resolution 2024-59 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br /> the City Engineer to advertise for bids to award a contract for the Brookpark Road Underpass <br /> Improvement Project (Phase II), as detailed in the specifications on file, and authorizing the Mayor, <br /> following approval of the Board of Control,to enter into a contract with the lowest and best bidder. <br /> Legislation on First Reading: <br /> Resolution 2024-60 was introduced by Mayor Jones and placed on first reading. A Resolution adopting <br /> the Alternative Tax Budget of the City of North Olmsted for the fiscal year beginning January 1, 2025, <br /> and submitting the same to the Cuyahoga County Fiscal Officer and its Budget Commission, and <br /> declaring an emergency. <br /> Resolution 2024-61 was introduced by Mayor Jones and placed on first reading. A Resolution dispensing <br /> with the RFP process and authorizing the Mayor to retain additional professional engineering services of <br /> Chagrin Valley Engineering, pursuant to the terms and conditions of its current agreement with the city, <br /> for the purpose of design services related to the 2024 Parks Improvement Plan, and declaring an <br /> emergency. <br /> Ordinance 2024-62 was introduced by Mayor Jones and placed on first reading. An Ordinance creating <br /> and adopting new Chapter 1157 of the North Olmsted Zoning Code entitled "Planned Development" to <br /> establish a new zoning district and to regulate development plans for the construction of new <br /> residential housing. <br /> Resolution 2024-63 was introduced by Mayor Jones and placed on first reading. A Resolution <br /> authorizing the Mayor to enter into a renewal agreement with McCaulley & Company, LLC, to provide <br /> grant writing and consulting services for the City of North Olmsted, and declaring an emergency. <br />
