Council Minutes of 06-04-2024 8 <br /> Ordinance 2024-34 introduced by Mayor Jones was given its second reading. An Ordinance to make <br /> appropriations for capital improvements for the City of North Olmsted Parks for the year ending <br /> December 31, 2024,as Amended. <br /> Ordinance 2024-55 introduced by Mayor Jones was given its second reading. An Ordinance authorizing <br /> the Mayor to enter into a Community Reinvestment Area (C.R.A.) Agreement with JL Moore <br /> Construction, Inc., as Amended. <br /> Councilman Limpert moved to suspend the rule requiring three readings. The motion was seconded by <br /> Councilwoman Gilchrist and passed 6-0, with Councilman Glassburn abstaining. <br /> Roll Call: <br /> Yes: Limpert,Gilchrist, Hemann, Shymske, Scar!, Madden <br /> No: None <br /> Abstain: Glassburn <br /> Motion carried. <br /> Mr. Jeff Sturgeon, 3092 W. 23155. Mr. Sturgeon asked if this agreement would be similar to the Texas <br /> Road House agreement, so that it will not affect the schools, and asked how long the CRA will be in <br /> place. <br /> Director Upton replied that it will be different, as the CRA provides a property tax relief, so the schools <br /> will be marginally impacted, approximately half of what they would have normally received will be <br /> abated, in order to attract investment into the community. Director Upton further responded that the <br /> CRA is in effect for ten years. <br /> Councilman Limpert moved for adoption. The motion was seconded by Councilwoman Gilchrist and <br /> passed 6-0,with Councilman Glassburn abstaining. <br /> Roll Call: <br /> Yes: Limpert, Gilchrist, Hemann, Shymske, Madden,Scarl <br /> No: None <br /> Abstain: Glassburn <br /> Motion carried. Ordinance 2024-55 adopted 6-0,with Councilman Glassburn abstaining. <br /> Resolution 2024-56 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br /> the Mayor to enter into a contract with Automation Mailing and Shipping Solutions (AMSS) to provide <br /> mailing and postage services for the City of North Olmsted, and declaring an emergency. <br /> Councilman Glassburn moved to suspend the rule requiring three readings and formal Committee <br /> review. The motion was seconded by Councilman Limpert and passed 7-0. <br /> Roll Call: <br /> Yes: Glassburn, Limpert, Hemann, Shymske, Madden, Scarl, Gilchrist <br /> No: None <br /> Motion carried. <br />
