MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JUNE 25, 2024 <br />Present: Council Members Gilchrist, Glassburn, Hemann, Limpert, Madden, Scarl <br />and Shymske. <br />Also Present: Mayor Jones, Director of Law Gareau, Director of Economic and <br />Community Development Upton, Director of Safety Scofield, Director of <br />Human Resources Kidd, Service Director Kearney, and Director of <br />Recreation Pinchek. <br />Absent: Council President Brossard. <br />Council President Pro -Tempore Glassburn called the meeting to order at 6:45 p.m. <br />ISSUES: <br />2024-51 An Ordinance amending Section 1118.13 of the Planning and Zoning <br />Code of the Codified Ordinances of the City of North Olmsted <br />entitled, "Offices and Services", in order to establish Subsection (G) to <br />limit the location of specified uses. <br />2024-52 An Ordinance amending Section 1139.03 of the North Olmsted Zoning <br />Code entitled "Schedule of Uses" to conditional permit "Thrift Stores" <br />in the B-3 Zoning Districts. <br />2024-53 An Ordinance establishing the definition of '"Thrift Store" in Section <br />1115.11 of the Planning and Zoning Code of the Codified Ordinances <br />of the City of North Olmsted entitled, "Definitions S -T,", for the <br />purpose of adding definitions for uses associated with retail sales by <br />thrift stores. <br />Council President Pro -Tempore Glassburn reminded Council that during a Public Hearing <br />the goal is to hear concerns and issues from the audience, and that a Committee <br />Meeting will be scheduled to discuss further. <br />The Economic and Community Development Director was asked to provide a brief <br />summary: Director Upton stated Ordinances 2024-51, 2024-52 and 2024-53 were <br />designed to regulate thrift stores within the zoning code. <br />Ordinance 2024-51 establishes specific restrictions for locating a thrift store in North <br />Olmsted, such as maintaining a distance of at least 3,000 feet from other similar stores, <br />prohibiting outside storage and display, limiting occupancy to 45% of a shopping <br />
