Public Hearing Minutes of 06-25-24 <br />centers net leasable area, and requiring all donation areas to be inside of the building <br />without drive-through or drop-off options. <br />Ordinance 2024-52 determined the permitted locations for thrift stores, designating <br />them as a conditional use within the B-3 business district, which is central to the town, <br />and aligns with the mixed-use zoning. <br />Ordinance 2024-53 provided a definition for thrift stores, clarifying that they sell <br />donated merchandise at prices below market value, and can operate as a for-profit or <br />non-profit. However, resale stores were explicitly excluded from this definition. <br />Lastly, Director Upton emphasized these Ordinances address what a thrift store is, <br />where it can be located, and the conditions for its operations. <br />Jeff Sturgeon <br />3092 W. 231" Street <br />Mr. Sturgeon expressed strong support for regulating thrift stores, noting there are too <br />many in the City and associated them with increased crime and neighborhood <br />deterioration. He shared a personal experience with his mother living next to a thrift <br />store and it being a "nightmare' for her. He does not think new regulation will stop <br />people from dropping items outside and feels additional signage and fines may be <br />necessary. <br />Councilman Glassburn moved to excuse the absence of Council President Brossard.
