MINUTES OF THE SPECIAL MEETING OF THE COUNCIL

<br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, Hemann,
<br />Limpert, Madden, Scarl and Shymske.
<br />Also Present: Mayor Dailey Jones, Law Director, Finance Director, Human Resource Director,
<br />Economic and Community Development Director, Recreation and Public
<br />Engagement Director, Safety Director, Service Director and guests.
<br />Absent: None.
<br />Council President Brossard called the special meeting to order at 7:00 p.m. virtually via GoToMeeting.
<br />Councilwoman Hemann moved to remove Ordinance 2024-64 and Resolution 2024-65 from the Agenda,
<br />as there were recommendations made by the Planning and Design Commission on lune 26th, that need
<br />to be reviewed by the Recreation, Public Parks and Buildings Committee. The motion was seconded by
<br />Councilman Scarl and passed 7-0.

<br />Motion carried. Ordinance 2024-64 and Resolution 2024-65 were removed by a vote of 7-0.
<br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee:
<br />The Recreation, Public Parks and Buildings Committee met on Tuesday, June 25, 2024 at 7:47 p.m.
<br />Present were Committee Members Hemann, Start and Limpert and Council Members Glassburn,
<br />Madden, Gilchrist and Shymske, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human
<br />Resources Director Kidd, Director of Economic and Community Development Upton, Safety Director
<br />Scofield, Service Director Kearney, and Recreation and Public Engagement Director Pinchek.
<br />• Discussed Resolution 2024-68. A Resolution authorizing the Director of Recreation and Public
<br />Engagement to apply for a grant from the Ohio Department of Natural Resources (ODNR) in the
<br />amount of $150,000.00 for the purpose of acquiring playground equipment at the North
<br />Olmsted City Parks and, if awarded, further authorizing the Mayor to accept the award, and
<br />declaring an emergency. Councilwoman Hemann reported that Director Pinchek informed the
<br />Committee that the deadline for this grant is August 1, 2024, and that we are required to have a
<br />25% match for this playground equipment. At this time, it would be a $37,500 from our
<br />recreation budget. The grant would be for picnic areas, shelters and playground equipment,
<br />and the target park is Little Clague Park. The legislation was favorably recommended 3-0, and
<br />the Committee Meeting concluded at 7:50 p.m.

<br />The Public Safety, Health and Welfare Committee met on Tuesday, lune 25, 2024 at 7:50 p.m. Present
<br />were Committee Members Scarl, Hemann and Madden and Council Members Limpert, Glassburn,
<br />Gilchrist and Shymske, Mayor Jones, Law Director Gareau, Human Resources Director Kidd, Director of
<br />
