Council Minutes of 06-27-24 <br />Economic and Community Development Upton, Safety Director Scofield, Service Director Kearney, <br />Recreation and Public Engagement Director Pinchek and guests. <br />• The Committee discussed Resolution 2024-69, a Resolution approving of and authorizing the <br />Mayor to enter into a Collective Bargaining Agreement with the Fraternal Order of Police, Ohio <br />Labor Council, Inc. for Patrolman, Sergeants and Lieutenant employees within the City's Division <br />of Police for the period January 1, 2024 through December 31, 2026, and declaring an <br />emergency. Councilman Scarl reported that the City's negotiation representative, Mike <br />Esposito, explained the highlights of the Collective Bargaining Agreement, which included a 4-3- <br />3 package agreement similar to that of the AFSCME groups. It also addressed matters such as <br />integrating supplemental pays, and eliminating sick leave from overtime calculations. Other <br />changes included modifying compensatory time and overtime banks, recognizing the City's <br />rights under the FLSA, and adding an HRA option alongside the HSA. The legislation was <br />favorably recommended by a vote of 3-0, and the Committee concluded at 8:02 p.m. <br />Council President Brossard informed those present, who may wish to speak when prompted, to use the <br />raise hand feature, contact the Clerk via the chat feature or to simply speak up if on the phone. <br />LEGISLATION <br />Resolution 2024-61 introduced by Mayor Jones was given its third reading. A Resolution dispensing <br />with the RFP process and authorizing the Mayor to retain additional professional engineering services of <br />Chagrin Valley Engineering, pursuant to the terms and conditions of its current agreement with the city, <br />for the purpose of design services related to the 2024 Parks Improvement Plan, and declaring an <br />emergency. <br />Councilwoman Hemann moved for adoption. Resolution 2024-61 adopted 7-0. <br />Ordinance 2024-67 introduced by Mayor Jones was given its second reading. An Ordinance declaring an <br />additional forty- five (45) day moratorium, thereby extending the moratorium approved by Ordinance <br />2024-11, restricting the issuance of any permits, zoning or otherwise, to any business operating as a <br />thrift store in order to allow for such a retail use to be properly defined in Section 1115 of the Zoning <br />Code and added to the Use Table in Chapter 1139 of the Business Code and otherwise regulated in the <br />City of North Olmsted; and declaring an emergency. <br />Resolution 2024-68 introduced by Mayor Jones was given its second reading. A Resolution authorizing <br />the Director of Recreation and Public Engagement to apply for a grant from the Ohio Department of <br />Natural Resources (ODNR) in the amount of $150,000.00 for the purpose of acquiring playground <br />equipment at the North Olmsted City Parks and, if awarded, further authorizing the Mayor to accept the <br />award, and declaring an emergency. <br />
