MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 11, 2024 <br />Present: Council Members Gilchrist, Glassburn, Hemann, Limpert, Madden, Scarl and <br />Shymske. <br />Also Present: Finance Director, Human Resource Director, Recreation and Public Engagement <br />Director and Special Assistant to the Mayor. <br />Absent: Council President Brossard. <br />Council President Pro -Tempore Glassburn called the special meeting to order at 5:00 p.m. virtually via <br />GoToMeeting. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, Monday, July 1, 2024 at 5:02 <br />p.m. Present were Committee Members Hemann, Scarl and Limpert and Council Members Glassburn, <br />Madden and Shymske, Council President Brossard, Law Director Gareau, Finance Director Copfer, <br />Human Resources Director Kidd, Director of Economic and Community Development Upton, Safety <br />Director Scofield, Service Director Kearney, and Recreation and Public Engagement Director Pinchek, <br />City Engineer Filarski and Special Assistant to the Mayor. <br />• Discussed Ordinance 2024-64. An Ordinance approving and adopting the 2024 North Olmsted <br />Parks Improvement Plan, and declaring an emergency, as Amended. Councilwoman Hemann <br />reported the purpose of the committee meeting was to discuss the recommendations made by <br />the Planning and Design Commission from its meeting on lune 27, 2024, and an Amended <br />Exhibit A. The recommendations from the Planning and Design Commission were that <br />crosswalks be added at all pedestrian spurs, trees to be replaced 1:1, that the pickle ball courts <br />be moved to the center of the park with 4' mounding and arborvitae at the top, and moving the <br />band stand appropriately. Councilwoman Hemann discussed the recommendations and <br />suggested that they were a bare minimum solution to the concerns of the residents and stated <br />that the oversight committee would be better suited to address the noise and other concerns <br />with the engineering staff. Ms. Hemann mentioned the wind and noise fencing that could be <br />installed along with various forms of vegetation that would provide for greater reduction in <br />noise while permitting complete visibility for safety and security of the entire park, where <br />arborvitae could in fact be creating a safety nuisance area. She further stated that if the <br />recommendations of the Planning and Design Commission were accepted as stated, the plan for <br />the park would not be permitted to be altered as needed as the process moved forward with <br />the expert advice of the engineers and the oversight committee. The City Engineer addressed <br />the amended version of the park plan which now includes a designated "buffer area" around the <br />pickle ball courts, to allow for flexibility to use higher quality noise barrier products and <br />landscaping; the band stand was moved, as were the pickle ball courts. Additionally, the exhibit <br />now indicates that there will be no lighting at the north end of the park, and extra parking <br />spaces have been removed from the basketball court area. The legislation was favorably <br />recommended with the new Exhibit A, 2-1. <br />Councilwoman Hemann moved to amend Ordinance 2024-64 Exhibit A. The motion was seconded by <br />Councilman Scarl and passed 4-3. <br />
