on trees and branches, and even First Energy, the work that they did. I know we
<br />were out for two days at my house, but five days at my office, the other office, and
<br />it's a lot, you know, I think people sometimes can get upset, and it's understandable,
<br />at the circumstances, but you know what, I think they did the absolute best that they
<br />could with what they had to work with, and we should all maybe take a little bit
<br />something away from that, prepare for that the next time. I know people get caught
<br />short, flashlights and batteries, and cell phones are dying, some people have
<br />generators, some people didn't, but it's a good time to make sure you're planning
<br />ahead, and if something like that happens again, you have the minimum to get by for
<br />a few days, you know, so just my thoughts on that, and I wanted to again say thanks
<br />to Kevin and the guys in Service and Jennifer and the police and fire safety, so thank

<br />Thank you. Moving into Council Committee Reports, Councilman Glassburn, Vice Chair of
<br />the Building Zoning and Development Committee, do you have a report this evening?
<br />Councilman Glassburn:
<br />Yes, I do, Mr. President. The BZD committee met in the Caucus room last Tuesday, the 13th,
<br />from 7:00 p.m. to 7:48 p.m. Present were committee members Glassburn and Gilchrist,
<br />Council members Hemann, Madden, Scarl, Shymske, Directors of Law, Economic
<br />Development, Safety, Service, Recreation, Special Assistance to the Mayor, and some
<br />guests, including Mr. Burns.
<br />First on the agenda was 2024-51, which was to amend 1118.13. This is concerning
<br />thrift stores. Creates the conditions for permissive use. This regulates the distance
<br />between stores, the percentage size of stores within shopping complexes, and other
<br />conditions of use. After considerable discussion with guests, including Mr. Burns, the
<br />committee chose to favorably recommend as proposed. Chair Glassburn spoke to
<br />the greater need to manage development within the city than in previous years.
<br />Next on the agenda was 2024[-52], I'm missing the bill number, to amend Section
<br />1139.03. This simply establishes that thrift stores would be in the B3 section of our
<br />zoning code as a permissive use. That was favorably recommended 2-0.
<br />2024-53 was next, and established the definition of a thrift store. This paragraph
<br />creates the definition of thrift stores in our code [O. 2024-53 was favorably
<br />recommended to Council 2-0]. At this time, I will move to amend the legislation to
<br />use the definition updated that was provided by the Law Director and ask for a
<br />second.
