Councilman Scarl: <br />I do Mr. President. The Recreation, Public Parks and Buildings Committee met on Tuesday, <br />August 13, 2024, to discuss Resolutions 2024-77, 2024-79, 2024-80. The meeting was called <br />to order at 7:48 p.m. In attendance were Committee members Hemann and Scarl, Council <br />President Brossard, Council Members Gilchrist, Glassburn, Madden, and Shymske. The <br />Directors present were Law, Finance, Economic Development, Safety, Service, Recreation, <br />and Special Assistant to the Mayor. <br />First on the agenda was 2024-80, a Resolution authorizing the Director of Economic <br />and Community Development to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant funds for the fiscal year 2024 for <br />the North Olmsted Senior Center Renovation Project, and further authorizing the <br />Mayor to accept grant funds, if awarded and to execute contract with Cuyahoga <br />County, if required, and declaring an emergency. Director Upton requested that <br />2024-80 be tabled because it was a duplicate of Resolution 2023-113, which was <br />already voted on by Council the previous year. Ms. Hemann made a motion to table, <br />seconded by Mr. Scarl. That motion carried 2-0. <br />At this time, Mr. President, I'd like to make a motion to table Resolution 2024-80 and ask for <br />a second. <br />Councilman Limpert: Second. <br />Council President Brossard: <br />Motion to table Resolution 2024-80 made by Councilman Scarl and seconded by <br />Councilman Limpert. Roll call, please. <br />Council Clerk: <br />Mr. Scarl: Yes <br />Mr. Limpert: Yes <br />Mr. Glassburn: Yes <br />Ms. Gilchrist: Yes <br />Mr. Shymske: Yes <br />Mr. Madden: Yes <br />Council President Brossard: <br />Resolution 2024-80 Is tabled by a vote of 6-0. <br />Councilman Scerl: <br />Thank you. Next on the agenda was 2024-77, an Ordinance amending Section <br />145.99(b) of Chapter 145 of the Administrative Code entitled Department of <br />Recreation and Public Engagement for the purpose of reorganizing the supervisory <br />responsibilities of the Recreation Commissioner, and the Assistant Recreation <br />Commissioner. Director Pinchek addressed the committee and explained that the <br />Assistant Recreation Commissioner resigned and that the position is, and will remain <br />vacant, but a new Program Supervisor position entitled Program Sports Supervisor <br />has been added. The salary of the new Program Supervisor will be funded by the <br />vacant Assistant Recreation Commissioner position at $49,000.00 per year, which <br />will leave a payroll position balance of $23,000.00 which will be used for employee <br />08-20-24 Council Meeting Minutes - Page 5 <br />
