Ms. Hemann made a motion to recommend, seconded by Mr. <br />Scarl, that motion carried 2-0. <br />The last item on the agenda was 2024-79, a Resolution authorizing the Director of <br />Economic and Community Development to make application on behalf of the City of <br />North Olmsted for the 2024 Cuyahoga County Supplemental Grant Program, further <br />authorizing the Mayor to accept funds, if awarded, and to execute a contract as <br />required and declaring an emergency. Director Upton addressed the committee and <br />outlined the purpose of the grant funds, which will be part of the redevelopment of <br />Old Town Hall. The funds will be in the amount of $50,000.00 and that there is no <br />city match required. The grant funding will be used to install a Lula lift, which is a <br />vertical platform lift making Old Town Hall ADA compliant and will be installed <br />instead of an elevator. The Lula lift system is fully enclosed, will accommodate a <br />guest in a wheelchair as well as another passenger, and will allow for four stops over <br />23 feet of travel, and operates in a fashion similar to an elevator without the <br />extremely high cost of an elevator system. The Lula system operates on a hydraulic <br />drive system with constant pressure controls, which eliminate the need for a costly <br />machine room/ motor room. Multiple materials are offered for the enclosure <br />system, with various acrylic or glass inserts with gates, doors, and ventilation <br />options. Councilwoman Hemann made a motion to approve, and it was seconded by <br />Mr. Scarl, that motion carried 2-0, and the meeting concluded at 8.01 p.m. That <br />concludes my report. Thank you. <br />Council President Brossard: <br />Thank you, Councilman Glassburn, Chairman of the Finance Committee, do you have a <br />report this evening? <br />Councilman Glassburn: <br />Yes, I do, Mr. President. The Finance Committee met last Tuesday in the Caucus room at <br />8:02 p.m. with Committee Members Glassburn and Scarl, as well as Council Members <br />Gilchrist, Hemann, Madden, and Shymske, Directors of Law and Development, Safety <br />Service, Recreation, and Special Assistant to the Mayor. There were a number of items on <br />the docket for that night. <br />• First was 2024-74, which was to amend the capital budget. This would add <br />$125,000.00 of capital expense related to the creation of an expanded North <br />Olmsted Dispatch Center. That was favorably recommended 2-0. <br />• Next was 2024-75, the transfer ordinance. This would allocate funds towards the <br />new dispatch center, North Olmsted Parks changes, Sewer Department, and more. <br />There's a requested amendment for the building department to move $20,000.00 <br />related to a vacant inspector position. <br />So at this time, I'll move to amend 2024-75 and ask for a second. <br />Mr. Limpert: Second. <br />Council President Brossard: <br />Motion to amend ordinance 2024-75 made by Councilman Glassburn, seconded by <br />Councilman Lippert.
