Council President Brossard:
Councilman Madden, Chairman of the Inter -Governmental Relations Committee, does not
have a report this evening. Councilman Shymske, Chairman of the Environmental Control
Committee, do you have a report this evening?
Councilman Shymske:
Yes, I do, Mr. President.
The Environmental Control Committee met on Tuesday, August 27, 2024, at 8:29 p.m. Those
in attendance were committee members Shymske and Madden, and Council Members
Gilchrist, Glassburn, and Scarl. Also present were Council President Brossard, Mayor Jones,
and the Directors of Human Resources, Economic Development, Safety, Service, and the
Special Assistant to the Mayor.
The topic of discussion was 2024-89, legislation regarding the 75% of refuse pickup
on private streets that are currently not authorized to receive refuse pickup. The
administration stated that the legislation aligns with the plan to incorporate these
private streets into a refuse pickup program, with the City paying 25% in 2023, 50%
in 2024, and now 75% in 2025. They mentioned that when the refuse contract is
renewed, these streets will be added. Following this, a motion was made to
favorably recommend 2024-89 and seconded, and approved 2-0. The Committee
adjourned at 8:33 p.m., and that concludes my report, Mr. President.
COMMUNICATIONS
Council President Brossard:
Are there any letters or communications to come before council at this time?
Council Clerk:
Yes, Mr. President. Council received a letter from Mr. Jim Burns, which was distributed to
the Mayor and Economic Development Director, as requested. Mr. Burns provided a
detailed explanation for his opposition to Ordinance 2024-62, which is the planned
development zoning district legislation. A copy of the letter will be attached to the minutes
of this meeting.
AUDIENCE PARTICIPATION
Council President Brossard:
Thank you. We will now move into audience participation. Thank you for attending tonight's
council meeting. Public comment offers the opportunity for members of the public to share
information and bring issues or concerns to the attention of city council members. It is not a
debate, and public comment speakers should not expect a back and forth exchange. Council
members may ask clarifying questions of the speaker, city staff, or fellow city council
members. Those attending city council meetings should show the same respect to others
that they wish to have shown to them. If there is anyone in the audience who would like to
address council, please come to the podium, state and spell your name and address for the
clerk. If you live in a city other than North Olmsted, please state the name of that city, and
proceed with your comments. You will have up to five minutes.
Lori Mago:
Good evening. My name is Lori, L -O -R -I, Mago, M -A -G -O. My address is 23138 Stony Brook
Drive, here in North Olmsted. Thank you for having me this evening. As t mentioned, my
name is Lori Mago. I am the Director of Assistive Technology and Children's Services for the
09-03-24 Council Meeting Minutcs - Page 10
