conjunction with the State, as the Lorain Road Resurfacing Project is coming. As well <br />as setting up some near-term and long-term options for how to align with the State <br />to improve that road. In the meeting, there was a number of changes to the <br />Resolution which was originally submitted on October 9th of 2023. The latest version <br />of August 9, 2024, reflects those changes. Those are all annotated in a letter from <br />the Director to the Chair dated August 26th, which we'll include in the Committee <br />Meeting minutes. After discussion that was recommended to Council by a vote of 2 - <br />1. <br />• Last on the agenda was the zoning text amendment, Ordinance 2024-62, which was <br />held in committee by a vote of 3-0. <br />Mr. President, at this time, I'd like to make a motion to amend Ordinance 2024-53, which is <br />a thrift store amendment that Mr. Gareau had received feedback in one of the Council <br />meetings and reviewed that legislation. I would like to amend it as follows. Under the <br />definition of thrift store, add the words "received through donation" so that it reads as <br />follows: 'THRIFT STORE or THRIFT SHOP means any person (real or corporate) engaged in <br />any business of selling, exchanging or receiving used goods, products or merchandise <br />received through donation from a commercial storefront premises and/or warehoused in <br />storage facilities. For purpose of this Ordinance, "used" means previously owned, <br />secondhand, or not "new" as when offered for sale by the original manufacturer and/or <br />distributor". and ask for a second. <br />Councilman Glassburn: <br />Second <br />Councilman Limpert: <br />Oh, wait, excuse me. Not yet. I have a second piece of the amendment or a second <br />amendment, as part of the Ordinance, which is under the exception clause, add the word <br />"goods, products, or merchandise sold, exchanged, or received by". Also add state licensed <br />dealers and further include the word regulated so that it reads as follows: "Thrift store does <br />not include goods, products, or merchandise sold, exchanged, or received by resale dealers <br />or state licensed dealers as defined or regulated in section 755.01(6)(1) of the Codified <br />Ordinances of the city of North Olmsted". So those are the two amendments to the <br />legislation. <br />Councilman Glassburn: <br />Second them both as one motion. <br />Council President Brossard: <br />Motion to amend ordinance 2024-53 made by Councilman Limpert, seconded by <br />Councilman Glassburn.
