Council President Brossard: <br />Director of Finance Coffer, do you have a report this evening? <br />Finance Director Copfer: <br />Yes, I do. A brief one. <br />The Auditor of State released our 2020 Financial Report today publicly. While it was <br />done at the end of lune, because we have outside auditors, it has to go through a <br />desk review, and then it takes up to two weeks after that desk review, to then be <br />released. So it is on their website and I have a copy of it to go on our website, and I <br />will be sending out an email. I'm not going to print a copy for each of you because <br />it's over 200 pages, and I'm sure you could really use it for your book, Bea can make <br />a copy if you'd like to, and that concludes my report. <br />Council President Brossard: <br />Thank you. Moving into Council Committee Reports, Councilman Limpert, Chairman of the <br />Building Zoning and Development Committee, do you have a report this evening? <br />Councilman Limpert: <br />I do, Mr. President, and Madam Mayor, my wife said the exact same thing and I can't <br />believe we're talking about Trunk or Treat at the beginning of September. <br />So the Building, Zoning, and Development Committee met on August 27, 2024 at 7:23 p.m. <br />Present were Committee Members Limpert, Glassburn, Gilchrist. Council Members, <br />Madden, Scarl, Shymske. The Council President, Mayor, Finance Director, HR Director, <br />Economic Development Director, Service Director, Safety Director, Special Assistant to the <br />Mayor, and Guests. On the agenda was PDC Case 85-2024 Schmidt Warehouse, Ordinance <br />2023-97 Brookpark TIF, Resolution 2023-121 Lorain Corridor Project, Ordinance 2024-62, <br />the Zoning Text Amendment. <br />First, the PDC Case 85-2024 Schmidt Warehouse. This was held in committee by a <br />request of the administration by a vote of 3-0. <br />Next was Ordinance 2023-97 the Brookpark TIF. Which was a request to establish a <br />TIF District for certain businesses, residential parks, pools of real estate within the <br />Brook Park Road area as defined in Exhibit A, and listed in Exhibit B, which is <br />generally from Columbia Road to the Eastern City border. The TIF is going to cover a <br />number of uses, with this initial focus being a replacement and increased capacity, <br />and a waterline crossing under 1-480 to Grace Road, which was driven as part of the <br />Kingston Townhomes construction project, which is estimated replacement of <br />approximately $500,000.00. The Economic Development Director provided a benefit <br />analysis of the TIF and cost of the infrastructure investment and anticipated a <br />greater than $800,000 benefit for the additional Capital benefits, to be used within <br />the Brookpark Road TIF. After several discussions on whether the budget could <br />handle the percentage of that tax base, that would typically go to general fund. <br />Other questions on how we could use the future capital investment. The TIF was <br />recommended by Committee by a vote of 3-0. <br />• Next on the agenda was Resolution 2023-121, the Lorain Corridor Project. This <br />resolution is a strategic framework with a broad range of improvements for Lorain <br />Road. A focus on reducing curb cuts, removing visual clutter, improving vehicle, <br />biking, pedestrian, and public transit experience along the road, and is broken up <br />into a number of nodes or zones, as we progress through the strategic plan in <br />09-03-24 Council Meeting Minutes -Page 3 <br />
