This is a major economic development project for our City that we are extremely
excited about.
• Work to complete the much-needed renovations to the kitchens at the North
Olmsted Senior Center and Community Cabin should be completed within the next
two weeks, as well as the installation of the new ADA accessible ramp at Springvale
Ballroom.
• This fall, the Fall Westside Flea will take place from 9:00 a.m. until 3:00 p.m. on
Saturday, September 14th at the North Olmsted Community Park. The event will
feature over 100 vendors.
• In addition, the Frostville Museum will host two fall events this month. An antique
vintage arts and crafts market will take place from 9:00 a.m. —1:00 p.m. on Saturday,
September 21st.
• Then on Sunday, September 29th, from 11:00 a.m. until 3:30 p.m., the Museum will
host Pumpkinville in The Valley. Admission is $2.00 with children age two and under
admitted for free. And don't forget that they have a wonderful Summer Farmer's
Market at Frostville every Saturday through October 26th from 9:00 a.m. until 1:00
p.m.
• North Olmsted's Department of Recreation and Public Engagement's Boo Bash and
the North Olmsted Police Department's Trunk or Treat will both take place between
noon and 3 p.m. on Saturday, October 51h, at the North Olmsted Community Park.
Children are asked to dress in costume. Trunk or Treat will happen from noon until
2:00 p.m., with Boo Bash happening from 12:00 noon until 3:00 p.m. It's crazy that
we're already talking about Trunk or Treat, but here we are in September, and that,
Council Members, concludes my report for this evening, thank you.
Council President Brossard:
Thank you, Mayor. Director of Law Gareau, do you have a report this evening?
Law Director Gareau:
Thank you, Mr. President, I do.
• For some period of time going back, probably almost a year now, I've been kind of
bringing you up to date every now and again on the Kava Bar and things that have
been taking place with respect to that property. Also had mentioned some time ago
about the owner, David Kovach, who was facing a number of different charges in the
Court of Common Pleas relative to drug activity that was taking place at the Kava
Bar.
• So we have two updates. First, Mr. Kovach, on the 31st of July, entered a plea to
guilty of trafficking, an offense of 29250382, which is an F-3, and received his
sentence. Additionally, I had advised you, that as part of the agreement, that the City
had reached, and the Law Department had negotiated for the Kava Bar itself, there
had been an appeal taken from the Building Commissioner's decision to the BZBA.
They lost. They took that to the Court of Common Pleas, lost, and it was before the
Court of Appeals. We had an agreement that they would cease operations by
September 1st. This morning, I personally stopped by, and the premises have been
vacated and the Kava Bar is closed. So I think that was a good result that the City felt
was extremely important to advocate our position, and we were successful in doing
so. I'm not sure where Mr. Kovach is going to be relocating, if at all, but it won't be
in North Olmsted. So thank you Mr. President that concludes my report.
09-03-24 Council Meeting Minutes - Page 2
