Also present were <br />Council President Brossard, Mayor Jones, Directors of Law, Finance, Human Resources, <br />Economic Development, Safety, Service, Recreation, and Guests. <br />The topic of discussion was 2024-92, a Resolution authorizing the City Engineer to <br />advertise for bids to award a contract for the EQ Basin project. Engineer Filarski <br />explained that the project had gone out to bid many years ago with an estimate of <br />$6.9 million, and the bids came back at $9.6 million. Engineer Filarski also suggested <br />that the project be value engineered with a design that he used in other <br />municipalities that uses less concrete and has the same storage capacity of 1.5 <br />million gallons and a lifespan of 100 years. The administration expects the bid to <br />come back now at around $8 million, that is to come out of the sewer fund, which <br />was in the 2024 budget. Following this, a motion was made to favorably recommend <br />2024-92, was seconded, and passed 3-0. The Administration had also had the desire <br />to suspend the rule for 3 reads, as it is important to get this out to bid as soon as <br />possible, and that concludes my report. <br />Council President Pro Tempore Glassburn: <br />Are there any letters or communications to come before Council at this time? <br />Council Clerk: <br />Yes, Mr. President. Council received a second letter from Mr. Jim Burns today, which, as <br />requested, was sent to all of Council, the Mayor, and the Economic Development Director. <br />The letter was in regards to Ordinance 2024-62, which is legislation to create and adopt new <br />Chapter 1157 of the North Olmsted Zoning Code entitled Planned Development. In the <br />letter, Mr. Burns noted his opinions and concerns with points made at the Building, Zoning, <br />and Development Committee meeting held on September 30, 2024. Mr. Burns' letter will be <br />attached to these meeting minutes. Thank you. <br />Council President Pro Tempore Glassburn: <br />Audience participation.
