property maintenance violation, but you have to understand and put yourself in the <br />shoes of the people who have to live behind it and next to it, and sometimes across <br />the street from it. Everything from odors to the unsightliness of it, it's really <br />intolerable. So I wanted to let you know that it did take a very long time, but I think <br />that you can be sure that when it comes up again, we'll push just as hard for that. <br />He's out, he's been released, but now the question is, is he going to clean it up, <br />because there's another charge pending. So we've got a civil action pending as well <br />to try to force compliance. It's probably one of the worst properties in North <br />Olmsted, in a residential district, and we're going to keep working on it to make sure <br />that it gets cleaned up one way or the other. If this wasn't motivation enough, we <br />will find more ways to motivate. If that includes another jail sentence, then we'll ask <br />for that; but I just want to bring it up to date. If you recall that situation, it was a <br />while ago, but there was a result that I think is appropriate. Now we just got to get <br />him to get moving and clean the place up. That concludes my report. <br />Council President Pro Tempore Glassburn: <br />Thank you, Director. Director of Finance Copier, do you have a report this evening? <br />Finance Director Copier: <br />I do, Mr. Chair. <br />• It is with great sadness for the City that I tell you that our Assistant Finance Director <br />has taken another job with the City of Cleveland to further his career. He will be at <br />the Cleveland Airport as the Comptroller. He was here nearly for 10 years, and his <br />daily impact will be missed in finance and also across all departments as he worked <br />well with our internal customers. I thanked him on behalf of all of us for his service <br />to our community. <br />• While there are big shoes to fill, I am also excited to tell you about his replacement <br />who will be providing his experience, which he's a CPA. He has worked with the <br />Auditor of State's office for 22 years, and brings all his experience working up to a <br />Senior Audit Manager to our City. He was even on our actual audit when we had the <br />Auditor of State as our auditors, and he still wants to come here, isn't that great? He <br />will be starting at the end of the month. <br />• I also, for legislation 2024-91, the tax rate resolution. I do feel very strongly that I <br />need to read into the record my comments, and I'm not going to take as long as I did <br />at the Committee meeting, that was held last week. But I feel it's really important to <br />remember that we're asking even if you think it's nominal, and I understand no one <br />wants to raise people's property taxes because their house values went up. <br />• However, the impact potentially to the City, because a lot of there are a lot of <br />unknowns and uncertainties that still that exist and are plaguing us over these next <br />few years. We've talked about them throughout the last couple of years, some of our <br />issues, many uncertainties. The General Fund, and remember, we're not like other <br />cities, that have extra levies for police and fire to cover their operating and capital <br />costs. They come out of our general fund, for our safety services as well as all the <br />other government general government operations, they come out of our general <br />fund. So, we're a little different than other communities. Many uncertainties that <br />could collectively impact our city services are as follows. The City General Fund <br />balance was down one and a half million at the end of 2023, and is consistently <br />down so far through June of 2024. <br />09-17-24 Council Meeting Minutes - Page 3 <br />
