Councilman Glassburn: <br />Second. <br />Council President Pro Tempore Glassburn: <br />Motion to approve PDC case 85-2024 made by Councilman Limpert, seconded by <br />Councilman Glassburn. Roll call, please. <br />Council Clerk: <br />Mr. Limpert: Yes. <br />Mr. Glassburn: Yes. <br />Ms. Gilchrist: Yes. <br />Mr. Shymske: Yes. <br />Mr. Madden: Yes. <br />Ms. Hemann: Yes. <br />Council President Pro Tempore Glassburn: <br />Yes. PDC case 85-2024 is approved by a vote of 6 - 0. <br />Councilman Limpert: <br />Thank you, Mr. President. <br />• Next on the agenda was Ordinance 2024-62, which is an ordinance creating and <br />adopting a new chapter 157 of the North Olmsted Zoning Code titled Plan <br />Development to Establish a New Zoning District and Regulate Development Plans for <br />the Construction of New Residential Housing. This meeting was a continuation of a <br />meeting from two weeks ago. Mr. Upton provided some additional flow diagrams <br />on how the new project -based review process would look compared to the current <br />review process for Planning and BZBA. Mr. Upton noted that the new process would <br />streamline the approval process and reduce concerns by project owners where <br />excessive variances are needed to be approved over a longer period of time. For <br />instance, a 37 -unit project with two variances per property could lead to a 75 - <br />variance review process and those would be potentially extended over a number of <br />different months. Councilman Limpert noted concerns on the size of the acreage <br />limitations on the new program, which would be one and a half acres, feeling that <br />that was not large enough for the new process to initiate and review how it works. <br />• Mr. Glassburn expressed concerns that without the review by the Building, Zoning <br />Appeals, the excessive number of variances would all come to Council for review <br />without the depth of details on the code, and whether those variances are <br />appropriate and if neighboring residents would be aware of the variances being <br />discussed before approval. Mr. Upton noted that nothing would change in the <br />notification process with this new project -based review and approval. Ms. Hemann <br />expressed concerns that this new process would lead to items coming in piecemeal <br />and not as a whole package, and overall reduce the transparency. The motion was <br />held in committee by a vote of 3-0 and the meeting concluded at 7:46 p.m. Mr. <br />President, this concludes my report. <br />Council President Pro Tempore Glassburn: <br />Thank you.
