Councilwoman Hamann: <br />I do not. Thank you. <br />Council President Pro Tempore Glassburn: <br />Thank you. I will provide the Finance Committee reports. <br />Councilman Glassburn: <br />The Finance Committee met on the 10th of September, in the Caucus room at 7:47 p.m. The <br />President were all of Council, the Mayor and all Directors. There were two items discussed <br />that evening. <br />• First was 2024-81 CRA concerning Star West at Great Northern. Councilman Limpert <br />took the Chair as Councilman Glassburn recused himself. Please go ahead. <br />Councilman Limpert: <br />Thank you, Mr. President Pro Tem. <br />• This was an ordinance authorizing the Mayor to enter into a Community Investment <br />Area agreement with Parcel Number 236-09-008 to provide for partial tax <br />abatement for a development project in the City of North Olmsted. This was a <br />proposed 30 -year tax incentive. After discussion, this ordinance was held in <br />Committee after a vote of 1-1. It will be revisited in the near future. <br />Councilman Glassburn: <br />• Thank you. The next item on that night was 2024-91, the tax resolution. Director <br />Copier presented a four-page memo in writing and verbally responding to Chairman <br />Glassman's questions regarding tax collections. <br />• Chairman Glassman proposed a reduction of half of the increase. Council members <br />did not come to a consensus on this. So legislation was held in Committee 3-0, and <br />ended its meeting at 8:36 p.m. that evening. <br />Finance Committee met again this evening in the Caucus room on September 17, 2024, <br />starting at 7:01 p.m., ending at 7:27 p.m. Present were committee members Glassburn and <br />Limpert, Council Members Gilchrist, Hemann, Madden, and Shymske, the Mayor and the <br />Directors of Law, Finance, HR, Safety, Service, Recreation, and Special Assistance to the <br />Mayor. <br />There was one item on the Agenda for this evening, 2024-91, the tax resolution. <br />Councilman Glassburn presented a two-page letter advocating for a 50% decrease. <br />To achieve a consensus, Chairman Glassburn offered a 25% decrease proposal as <br />well. Director Copfer and Councilman Limpert recommended using the funds for a <br />debt retirement fund. The legislation was recommended for disapproval by a vote of <br />2-0. Chair Glassburn indicated he will offer an amendment at Council. <br />At this time, I would move to Amend Resolution 2024-91 to reduce the general fund millage <br />by 0.3 mills, commonly known as the 25% tax decrease, and ask for a second. <br />Councilman Limpert: <br />Second. <br />09-17-24 Council Meeting Minutes - Page 8 <br />
