Councilwoman Hamann: I do not. Thank you. Council President Pro Tempore Glassburn: Thank you. I will provide the Finance Committee reports. Councilman Glassburn: The Finance Committee met on the 10th of September, in the Caucus room at 7:47 p.m. The President were all of Council, the Mayor and all Directors. There were two items discussed that evening. • First was 2024-81 CRA concerning Star West at Great Northern. Councilman Limpert took the Chair as Councilman Glassburn recused himself. Please go ahead. Councilman Limpert: Thank you, Mr. President Pro Tem. • This was an ordinance authorizing the Mayor to enter into a Community Investment Area agreement with Parcel Number 236-09-008 to provide for partial tax abatement for a development project in the City of North Olmsted. This was a proposed 30 -year tax incentive. After discussion, this ordinance was held in Committee after a vote of 1-1. It will be revisited in the near future. Councilman Glassburn: • Thank you. The next item on that night was 2024-91, the tax resolution. Director Copier presented a four-page memo in writing and verbally responding to Chairman Glassman's questions regarding tax collections. • Chairman Glassman proposed a reduction of half of the increase. Council members did not come to a consensus on this. So legislation was held in Committee 3-0, and ended its meeting at 8:36 p.m. that evening. Finance Committee met again this evening in the Caucus room on September 17, 2024, starting at 7:01 p.m., ending at 7:27 p.m. Present were committee members Glassburn and Limpert, Council Members Gilchrist, Hemann, Madden, and Shymske, the Mayor and the Directors of Law, Finance, HR, Safety, Service, Recreation, and Special Assistance to the Mayor. There was one item on the Agenda for this evening, 2024-91, the tax resolution. Councilman Glassburn presented a two-page letter advocating for a 50% decrease. To achieve a consensus, Chairman Glassburn offered a 25% decrease proposal as well. Director Copfer and Councilman Limpert recommended using the funds for a debt retirement fund. The legislation was recommended for disapproval by a vote of 2-0. Chair Glassburn indicated he will offer an amendment at Council. At this time, I would move to Amend Resolution 2024-91 to reduce the general fund millage by 0.3 mills, commonly known as the 25% tax decrease, and ask for a second.
